Please note that the COVID-19 Spring Booster Campaign is now underway so make sure you contact the NHS if you are providing care to eligible people and the system has not been in touch with you.

We do our best to keep the content and structure of our PEN website up-to-date in these fast-changing times and your suggestions on how to improve the website are always welcome.


Covid-19 Spring Booster programme

The spring booster was launched on 3 April for all residents in Older Adult Care Homes who are eligible for the vaccination, PCNs/Mass Vaccination Sites/Outreach Teams will be in touch with care homes to arrange a date to visit and deliver the vaccinations to all consenting residents.

Adults 75+ and those who are immunosuppressed and residing in supported living or Non-Older Adult Care Homes are eligible for the vaccination and will have been identified by the vaccination team. Arrangements will have been made for the individual/s to receive a vaccination via the PCN, Outreach Team or via their Local Mass Vaccination Centre.

Free PPE - Available from Larkbeare House, Topsham Road, Exeter

Why not stock up now on PPE now whilst it’s still available free of charge.

As you probably know the Department of Health & Social Care announced earlier this year to continue its free provision of PPE to the health and social care sector up until March 2023 or until the free stock is depleted. Full details are available on the gov.uk website Free personal protective equipment (PPE) scheme As the free PPE stock from the Department of Health & Social Care depletes which is ordered via the PPE portal, items will become chargeable so why not obtain some from a local source now and stock up.

Stock will need to be collected from Larkbeare House, Topshop Road, Exeter.  Arrangements regarding the collection of PPE to made in due course.


National Testing of the UK's new Emergency Alerts system on Sunday 23rd April at 3pm

There will be a national test of the UK’s new Emergency Alerts system on Sunday April 23 at 3pm.

The test alert will be sent to most mobile phones across the UK. Devices will make a distinct, siren-like sound for up to 10 seconds, including on phones switched to silent mode. Phones will also vibrate and display a message about the test.

Liberty Protection Safeguards Update April 2023

The Government has taken the decision to delay the implementation of the Liberty Protection Safeguards beyond the life of this Parliament. This was one of a number of decisions taken as part of prioritising work on social care.

Although implementation of LPS has been delayed at this time, the Department of Health and Social Care will publish a summary of responses to the LPS consultation in due course.

In the meantime, the Deprivation of Liberty Safeguards remain an important system for authorising deprivations of liberty, and it is vital that health and social care providers continue to make applications in line with the Mental Capacity Act 2005 to ensure that the rights of those who may lack the relevant capacity are protected


Care workforce pathway for adult social care: call for evidence

Consultation description

This call for evidence will inform the development of a new care workforce pathway for adult social care. We would like your views on what should be included within the pathway. We will consider those views when developing the first iteration of the pathway, which we intend to publish in autumn 2023. We will provide more information on this and planned implementation to the sector in due course.

Home Care/Personal Care Forum 

April’s Home Care / Personal Care Forum (scheduled for Thursday 19 April) is being cancelled due to ongoing system pressures.  

May’s meeting will still go ahead on Thursday 17 May, 11am – 12 noon with a focus on Workforce. Further details to be shared shortly.

Prior to the May meeting, we would like to hear what works well, what could be done differently and what you need in terms of ‘Proud to Care’ so that can be factored into the meeting.

NEW! Optimal Handed Care - Moving and Handling Course

The Health and Social Care Skills Accelerator Programme (HSSAP), part funded by the European Social Fund (ESF) is pleased to be offering FREE Optimal Handed Care Moving and Handling courses to Domiciliary Care Providers to support you and your organisation with single handed care approaches. These 3-hour sessions will increase your confidence and enhance your practical skills in safe moving and handling practice.

Courses will run weekly and be available through Petroc College and South Devon College from March to July 2023.

** Places are only open to care staff that already have the mandatory Moving and Handling Training qualification.

Are your contact details up-to-date?

We encourage providers to update their contact details (especially email addresses) with the Procurement team. We use these details to communicate with providers. It is very important that we reach the correct person in your organisation to receive appropriate referrals and timely updates from DCC, and that you do not miss out on any opportunities. Please ensure we have your most recent email address.

Latest local walk-in vaccination centres 

We put together details of walk-in vaccination centres available across Devon (including Plymouth) over the next week to help staff get their booster vaccinations. You can also use the NHS website to find a walk-in vaccination site.

How to access Grey Matter Learning

To sign up for an account, all providers and personal assistants contact the Grey Matter Learning team. Select access training and then complete the contact us page that you would like an account under the Devon County Council funding. A member of the Grey Matter Learning team will then be in touch with you to set up an account.

Are you struggling with the cost of living? Reminder!

There's some useful advice on our website for residents and businesses in Devon who are struggling to afford to pay for their energy, water, food or other essential items. It includes information about support for low-income families via the Household Support Fund, such as free school meal holiday vouchers, the holiday activities and food programme and 'Fuel, Food and More' grants.

There's also help for those using pre-payment meters, and who are struggling to meet their energy needs, via Citizens Advice Devon.

The Warm Spaces website has a map of places in the community that are free to go and be comfortable and warm with no judgement. They include places such community centres, churches and libraries. 

If you can't afford the food you need, you can contact one of Devon's foodbanks listed on our PinPoint website. There are a number of supermarkets, cafés and restaurants offering free or £1 meals for children during the school holidays.
