We do our best to keep the content and structure of our PEN website up-to-date in these fast-changing times and your suggestions on how to improve the website are always welcome.


Cold Weather Alert Level 3 - Cold Weather Action alert from the Met Office

The met office have updated the current Level 3 Cold Weather Alert on 18 January 2023 – extending the alert until Mon 23 Jan 2023.

Care Home Locality Forums

The next round of Care Home Locality forums:

East – Tuesday 24 January 2023, 10am-11am

South and West – Wednesday 25 January 2023, 1.30pm-3pm

North – Thursday 26 January 2023, 3pm-4pm

These forums are engagement opportunities for care home providers and their registered managers, to meet with DCC Market Management Team and the locality Assistant Director/Social Care Operational team to discuss and share local concerns, topics of interest and hear about the latest market support. You can view all of the previous meeting minutes in the online library. If you have not received the calendar invite please email socialcarebusinessrelations-mailbox@devon.gov.uk stating which locality meeting you would like to receive invites for (North, East or South & West).


Higher Development Award – Managers Q&A

Come along to the Managers Q&A with South Devon College to find out more about the award and how it can benefit your team! Join on the 26 January 2pm-3pm, meeting link.

Fully funded level one pilot providing experienced employees from all Health and Social Care settings with the opportunity to develop core knowledge, skills, behaviours and values required to progress and practice safely. Running from 21 February to 24 July. You will have the opportunity to work alongside others within the sector, enhancing your understanding of how your role links to the multidisciplinary team, and meets the needs of your organisation and the wider sector. You will develop your Maths, English and Digital skills and participate in a Workplace Improvement Project. Enquire on the South Devon College page to register your interest!


Advanced Equipment Training - Seating Solutions and eligibility for seating

Tuesday 7 February

Morning session 9am-12noon

Afternoon session 12.45- 4pm at Tiverton Rugby Club, Bolham Rd, Tiverton EX16 6SG.

Morning and afternoon sessions have different content and require separate bookings. See ILC course brochure for content. Learners must have attended the Seating Advanced Equipment Training in July 2022 if attending the afternoon session only.

Morning session
Learn about the Foundation Principles of Seating Assessment. Familiarise with Accora and Care Flex chair ranges.

Afternoon session
Understand eligibility guidance. Hands on experience of Complex Seating adjustment and set up with Accora and Careflex. Problem solving/case studies using specialist chairs.

NHS transport to hospital appointments

The Integrated Care Board Patient Transport Team in Devon has been working with NHS-England on the development of national schemes to improve patient transport. One of these saw an offer made to most Devon Care Homes calling on behalf residents for a fully-funded taxi instead of a non-emergency ambulance for residents suitable taking into account both mental and physical issues. This trial ceased at the end of December and the feedback from that will be fed up the line nationally. Providers are reminded that the provision of NHS funded transport is not automatic because a citizen is in a care home and all residents will need to be considered for eligibility. Most residents are entitled to reclaim "reasonable costs" for transport to hospital visits under the Healthcare Travel Costs Scheme (HTCS), though we recognise this is not well advertised or understood,

Patient Transport Advice (PTAS) - a joint partnership between DCC and the NHS - would welcome a structured conversation with providers if there is an appetite for co-production of pragmatic ways of working that improve clarity and the delivery whilst controlling costs (as everyone has to).


Are you struggling with the cost of living? Reminder!

There's some useful advice on our website for residents and businesses in Devon who are struggling to afford to pay for their energy, water, food or other essential items. It includes information about support for low-income families via the Household Support Fund, such as free school meal holiday vouchers, the holiday activities and food programme and 'Fuel, Food and More' grants.

There's also help for those using pre-payment meters, and who are struggling to meet their energy needs, via Citizens Advice Devon.

The Warm Spaces website has a map of places in the community that are free to go and be comfortable and warm with no judgement. They include places such community centres, churches and libraries. 

If you can't afford the food you need, you can contact one of Devon's foodbanks listed on our PinPoint website. There are a number of supermarkets, cafés and restaurants offering free or £1 meals for children during the school holidays.


‘Pinpoint’ – the Devon Community Directory

PinPoint is Devon's community directory, used by the public, GP’s, health sector, DCC staff in order to find suitable services and support in their local area. Please can providers ensure you have your company/ service details registered on here and ensure the information is always up to date. It is populated by providers through setting up an account. If you need help or see any errors please email pinpoint@devon.gov.uk

ICSD is a partnership of health and social care organisations working together with local communities across Devon, Plymouth and Torbay to improve people’s health, wellbeing and care. Their website contains general information on vaccination including FAQs.

FAQs about COVID-19 and Flu vaccinations have been updated in preparation for this Winter.


Latest local walk-in vaccination centres 

We put together details of walk-in vaccination centres available across Devon (including Plymouth) over the next week to help staff get their booster vaccinations. You can also use the NHS website to find a walk-in vaccination site.

How to access Grey Matter Learning

To sign up for an account, all providers and personal assistants contact the Grey Matter Learning team. Select access training and then complete the contact us page that you would like an account under the Devon County Council funding. A member of the Grey Matter Learning team will then be in touch with you to set up an account.

Intergrated Care System for Devon (ICSD)

Employee Assistance Programme

The Confidential Care CiC is now offering Employee Assistance Programme (EAP) to all Devon’s adult social care providers, including personal assistants. It is a free and confidential support and counselling service available 24/7 throughout the year.

More information about the programme are available online to share and promote. 

Whether you are after practical advice or emotional support with work or personal issues, CiC can offer expert guidance.  

You can access the EAP by calling them on 0800 085 1376 or via email.

Are your contact details up-to-date?

We encourage providers to update their contact details (especially email addresses) with the Procurement team. We use these details to communicate with providers. It is very important that we reach the correct person in your organisation to receive appropriate referrals and timely updates from DCC, and that you do not miss out on any opportunities. Please ensure we have your most recent email address.
