  Supporting health and social care providers in Devon

As the temperature drops, you will find a link to the latest cold weather alert from the Met Office in this issue.

We do our best to keep the content and structure of our PEN website up-to-date in these fast-changing times and your suggestions on how to improve the website are always welcome.


Level 3 Cold Weather Alert from the Met Office

There is a 90% probability of severe cold weather and icy conditions this week. This weather could increase the health risks to vulnerable patients and disrupt the delivery of services.

Rather cold conditions are expected to turn colder across much of the UK later Wednesday and through Thursday as air from the Arctic spreads south across the country. Very cold nights are expected, with widespread frosts and potentially severe frosts. Daytime temperatures persisting near or just above freezing, with overnight temperatures continuing to trend downwards. Wintry showers are also likely to affect some coasts, perhaps pushing into some inland areas at times, bringing a risk of icy patches.

Winter Plan now online as well as Checklist - reminder!

The Devon County Council Adult Social Care Winter Plan 2022 - 23 is now on the Policy and Guidance part of the PEN website, to help providers through this challenging season.

Please remember that this year there is also a handy Winter Plan Provider Checklist as well as the full document.


Adult Social Care Vision and Strategy engagement

Devon County Council is currently refreshing its Vision for Adult Social Care and developing three new strategies to accompany that Vision. ‘Living Well in Devon’ is for people from 18 to 64, ‘Ageing Well in  Devon’ is for people aged 65 and over and ‘Caring Well in Devon’ is aimed at unpaid carers. A presentation on the Vision and Strategies was given to the Provider Engagement Network Reference Group on 28 November and feedback is by 21 December to enable your views to be taken into account. You will also get the opportunity to comment on the draft documents in the New Year. Please send feedback to asc-strategies-feedback@devon.gov.uk.


Latest local walk-in vaccination centres - reminder!

We put together details of walk-in vaccination centres available across Devon (including Plymouth) over the next week to help staff get their booster vaccinations. You can also use the NHS website to find a walk-in vaccination site.


Countywide monthly PA drop in sessions

Thank you to all the PAs and Micro-Providers who completed the PA Forums Feedback Survey in August 2022. We will be using this to build into our future planning and to incorporate PAs in wider engagement structures in the new year.

In the meantime however, we understand the importance of having a place to ask questions and keep in touch. We have set up monthly countywide drop in sessions for PAs as an opportunity to speak with members of our Market Management Team. We have tried to rotate the days of the week these fall on to give more people an opportunity to attend. These will be hosted through Microsoft Teams, you can click the joining link via laptop/computer/mobile. Each session will run for 30 minutes.

Special Care Home Forum for Nursing Homes

Thursday 15 December, 2-3pm

As we progress with specific engagement with our Social Care Providers, we are organising focussed meetings with specific provider groups in order to better understand certain issues and work to organise system support to assist with the challenges ahead. In order to get the best from a very complicated system is it imperative that we have a detailed joint understanding of the situation that our providers face and the potential support that the system can provide.

In an effort to understand the specific challenges around the delivery of nursing care, and to jointly design solutions with system partners, we are holding a special care home forum for nursing providers.

Darryn Allcorn, Chief Nurse, in the Devon Integrated Care System, will be joining us for this session.

The agenda will include:  

  1. Understanding nursing recruitment requirements and challenges
  2. Understanding current learning and development systems for social care nurses
  3. Designing an induction and development pathway for overseas nursing recruits for social care
  4. Understanding nursing risk within social settings and potential joint risk mitigation approaches.

A more detailed questionnaire for nursing home providers will be released shortly.  Please look out for this. It would be appreciated if you could complete this before the session in order that we can use this information to guide the conversation around solution design during the call.

Better Security, Better Care: free local support to complete the Data Security and Protection Toolkit

The DSPT (Data Security Protection Toolkit) is a free online self-assessment toolkit that helps evidence that your organisation manages personal data, both digitally and in paper form, in
a safe and secure way. It helps demonstrate compliance with data protection legislation, answers two of the CQC Key Lines of Enquiry and provides reassurance to residents, clients, families, and professionals that you manage data appropriately. Importantly, it provides opportunities; ongoing use of NHSmail and potential sharing of care records.

Cost of living support for people with Learning Disabilities and Autism

For people with a learning disability and autistic people, the rising costs of fuel, food and other essentials will place them at greater risk of hardship. We have published a resource for council staff supporting people with a learning disability and autistic people. To get involved, offer examples of action that councils are taking, or suggestions for the resource contact chip@local.gov.uk 


‘Pinpoint’ – the Devon Community Directory entires

PinPoint is Devon's community directory, used by the public, GP’s, health sector, DCC staff in order to find suitable services and support in their local area. Please can providers ensure you have your company/ service details registered on here and ensure the information is always up to date. It is populated by providers through setting up an account. If you need help or see any errors please email pinpoint@devon.gov.uk

Employee Assistance Programme

The Confidential Care CiC is now offering Employee Assistance Programme (EAP) to all Devon’s adult social care providers, including personal assistants. It is a free and confidential support and counselling service available 24/7 throughout the year.

More information about the programme are available online to share and promote. 

Whether you are after practical advice or emotional support with work or personal issues, CiC can offer expert guidance.  

You can access the EAP by calling them on 0800 085 1376 or via email.

Are your contact details up-to-date?

We encourage providers to update their contact details (especially email addresses) with the Procurement team. We use these details to communicate with providers. It is very important that we reach the correct person in your organisation to receive appropriate referrals and timely updates from DCC, and that you do not miss out on any opportunities. Please ensure we have your most recent email address.
