One of the items in this week’s newsletter is a link to the Devon County Council Cost of Living Resource web page. Please share it with anyone you know who you think may be able to make use of the information and advice held there.

Cost of Living Resource web page
On the DCC public website there is a Cost of Living resource page setting out information for residents and businesses in Devon who are struggling to afford to pay for their energy, water, food or other essential items. A third Household Support Fund announcement is imminent, which will run from October 2022 to 31 March 2023. Once the details are finalised, they will be published on that page.
Digitalising Social Care 10 minute survey
As part of the National Digitising Social Care (DiSC) Programme the One Devon (Devon, Plymouth, Torbay local authorities and NHS) project team, are looking for all CQC registered Providers to complete a 10-minute One Devon survey. The survey results will enable us all to understand the current market position and how, with potential match funding, a plan could be coproduced to work together to deliver the DiSC programme in Devon.
A summary of the feedback will be shared with you, so as well as supporting the development of the Devon ICS plan, all providers will benefit from understanding the barriers to adoption, and experience by those who have already introduced digital technologies, example case study here.
This is not a one-off project, but the start of a period of co-creation. Please take part if you can.
More information can be found here.
Capacity Tracker – Good news!
A sincere thanks to all providers who have met the compliance window on Capacity Tracker – In Devon we have a compliance rate of 94% for October.
A recap of the changes if any providers missed it:
- Mandate of the data came into force on 31 July 2022:
Home Care: covers Service Users, Workforce, Vaccinations
Care Homes: covers Care Home Bed Availability, Workforce, Vaccinations, Visiting
New Questions - Workforce Capacity & Packages of Care (mandated from Dec 22)
- Enforcement mechanism kicks in November 2022.
- Non-compliance enforcement fines based on provider’s CQC registration fee
- Last step used in rare circumstances
- A provider will always be given the opportunity to make representations as to why they have not supplied the required data and why a financial penalty should not be imposed.
- The NHS Business Services Authority (NHSBSA) will reach out to providers if any data submissions are missed or if they persistently breach their data obligations.
- Will offer guidance & support before a fine is issued
Important of compliance
- Keep bed vacancy data up-to-date, ideally on a daily basis to avoid duplication of daily ring arounds by Local Authority discharge teams and to support effective discharges of patients from hospital.
- Record the number of staff, known to have received the flu vaccine and COVID-19 Autumn Booster at least weekly.
- Keep workforce data up to date so that our understanding of the recruitment and retention challenges in the sector is as timely as possible.
- Record confirmed and suspected COVID-19 cases in staff and residents so we can monitor prevalence of the virus and target support appropriately.
Upcoming dates:
Better Security, Better Care: free local support to complete the Data Security and Protection Toolkit
The DSPT (Data Security Protection Toolkit) is a free online self-assessment toolkit that helps evidence that your organisation manages personal data, both digitally and in paper form, in a safe and secure way. It helps demonstrate compliance with data protection legislation, answers two of the CQC Key Lines of Enquiry and provides reassurance to residents, clients, families, and professionals that you manage data appropriately. Importantly, it provides opportunities; ongoing use of NHSmail and potential sharing of care records.
