Dear Colleagues

Devon Education Forum (DEF): Appointment of Schools and Academy Members plus named Substitutes effective from 1st September 2022 to 31 August 2026

Further to the communication below, we would like to thank school leaders who have submitted nominations for membership of Devon Education Forum. We are writing to update you on the present position as follows:

L/A Schools Membership

Secondary (x1) We have received a nomination to enable an appointment to be made and we will communicate details shortly.

Primary (x2) We have received four nominations from school leaders and as the number of vacancies available is oversubscribed, it will be necessary to hold a ballot and details will follow.

Academy Membership

Secondary (x3) and Primary (x1)

Disappointingly, we have not received sufficient nominations to fill the vacancies for either the Secondary (x3) or Primary (x1) Academy Membership positions.

As a key statutory board, which is regulated by the ESFA, the full quota of schools' and academies' membership need to be appointed to enable DEF to be quorate and operate in accordance with its constitution and procedural requirements.

Schools and Academy members must be elected from their respective constituent sectors, and it would not be compliant with the ESFA regulations for DSLS to put forward nominations to represent Devon schools on DEF.

Under ESFA guidance, in the absence of a satisfactory election process and appointments being made, the Local Authority has the power to approach and appoint academy members.

On behalf of the DSLS Schools Executive Committee, please could we ask CEOs and/or school leaders of Academy Trusts to reconsider this opportunity to represent the Devon Academies sector on Devon Education Forum and if willing, to submit their name as a nomination for 1 of the 4 vacant Academy positions.

For trusts which are cross-phase, CEOs or school leaders can represent the primary or secondary phase but not both, and the appointment will need to stipulate in which capacity the member will stand.

Nomination from Academy school leaders should be via this online nomination form no later than 12.00pm on 13 September 2022.

Please note that the current DEF Constitution states that Schools and Academy members must be substantive headteachers or principals and currently serving within Devon local authority.

The final list of nominations will be published after the closing date together with details of any ballot, if necessary.

Dear Colleagues

 

Devon Education Forum (DEF): Appointment of Schools (LA Maintained) and Academy Members and named Substitutes effective from 1st September 2022 to 31 August 2026

Schools’ forums play a significant role in influencing and shaping local education funding. They provide a collaborative and consultative platform for strategic discussion and contribute to local decision making.

Devon Education Forum (DEF) provides an important contact point between the local authority and education providers. Drawing on a wide spectrum of stakeholders’ knowledge, views and experience ensures that funding decisions are shaped by open dialogue, informed debate and challenge.

Membership of DEF will require attendance at quarterly meetings and your school or trust will be remunerated for time out of school plus preparation and follow up.

This year, the current terms of office for all Schools (LA Maintained) and Academy members will come to an end on 31 August 2022 triggering a nominations process to appoint members for a new four year term running from 1 September 2022 – 31 August 2026.

DSLS is inviting nominations from school leaders across both phases to represent schools and contribute to the process of ensuring an equitable distribution of finance is achieved for all pupils within the local authority.

 

Primary and Secondary Membership at Devon Education Forum (DEF)

Following a review of pupil numbers, the existing proportionality of membership between the primary and secondary phases or local authority and academy schools will remain unchanged.

From 1 September 2022, primary and secondary membership at DEF will continue as follows:

Academy: Primary x 2 and Secondary x 3

Schools (L/A Maintained): Primary x 2 and Secondary x 1

 

Any nominations from school leaders should be submitted by schools (LA Maintained) and/or academy trusts via this online nomination form no later than 12.00pm on 31 July 2022.

Please note that the current DEF Constitution states that Schools and Academy members must be substantive headteachers or principals and currently serving within Devon local authority.

The final list of nominations will be published at the start of the autumn term together with details of any election process.
