Cost of Care thank you and next steps
The cost of care exercise taking place over the last few weeks has now closed and no new submissions will be accepted.
If you submitted your return before the 7 August deadline, and your return is in query, then you can still amend the return and re-submit it. If you need advice on completing the return, you can email stuart.flint@devon.gov.uk.
We’d like to thank all providers who have contributed to the returns or attended our drop-ins to give verbal feedback on the exercise.
What next?
We are now working on validating and analysing provider returns from the cost of care which we expect to take until mid September. In the course of this we may contact some providers for clarification of their submissions. We will also begin work on the Market Sustainability Plan, which is a key document required from the Cost of Care exercise which will be submitted to DHSC in draft form in October 2022, with a final version due in February 2023. The purpose of the Market Sustainability Plan is for local authorities to assess and demonstrate how they will ensure local care markets are sustainable, as they move towards implementing reform.

Interested in providing Winter Capacity Beds?
At Devon County Council, we are starting to plan our bed capacity for winter 2022-3, and would like to find out if there is any latent capacity that can be used to support hospital discharges this winter. We are asking all care home providers if they are interested in supporting this by completing an Expression of Interest Form.
We are particularly interested in these types of beds:
(1) Pathway 2 Beds We are looking for flexible providers who are able to support a home focussed ethos, by opening a cluster of beds (minimum group of 5 beds) within a designated space such as a unit, wing or floor which would work with an MDT to support individual's over 65 with rehabilitation. These beds would be for short stays, to support the persons transition home, so the provider must be willing to work on a continual throughput of residents.
(2) Beds for Older adults with dementia and complex mental health / cognitive support.
We are looking for providers with a flexible approach, who can support any number of beds for older adults with dementia, complex mental health, support for memory & cognition and expressive behaviours.
The cohorts supported would be older adults, however if you run a learning disability or mental health care home, and are wanting to diversify then this could be considered.
We have created an expression of interest form where you can tell us if you would be able to support additional beds. There is space for you to describe what you would need to be able to open any additional beds, so please give details so that we can take this into account.

Autumn 2022 COVID-19 and flu vaccine booster programme update reminder
Planning for the autumn/winter booster vaccinations for COVID-19 and flu is underway, and in the coming weeks we will be working closely with colleagues to prepare for commencement in early September 2022.
All care homes should begin the consent process by mid-August so that there is no delay to the commencement of vaccination of residents in care homes. Further communications on consenting will be available shortly.
JCVI has advised that for the 2022 autumn booster programme, the following groups should be offered a COVID-19 booster vaccine:
- Residents in a care home for older adults and staff working in care homes for older adults.
- Frontline health and social care workers.
- All adults aged 50 years and over.
- Persons aged 5 to 49 years in a clinical risk group, as set out in the Green Book, chapter 14a, tables 3 and 4
- Persons aged 5 to 49 years who are household contacts of people with immunosuppression.
- Persons aged 16 to 49 years who are carers, as set out in the Green Book, chapter 14a, table 3 .
Younger adults in Devon homes
As many residents in care homes for younger adults would fall within these categories, health and social care organisations involved in the Integrated Care System for Devon has agreed that all residents and staff in these homes will also be entitled to a COVID-19 booster.
Influenza
The groups that are eligible for the flu vaccine this coming season include:
- Those in long-stay residential care homes.
- Carers
- Frontline staff employed by the following types of social care providers without employer led occupational health schemes
- A registered residential care or nursing home
- Registered domiciliary care provider
- A voluntary managed hospice provider
- Direct payment (personal budgets) or personal health budgets, such as personal assistants
National guidance
On 14 July 2022 DHSC published statutory guidance on data collection for care providers, including detail on mandatory information.
Devon County Care Home Forum (Tuesday 16 August, 2-3pm)
Please join us for the next County Care Home Forum meeting on Tuesday 16 August, 2-3pm. This is an open invitation to all care homes within the Devon County Council footprint to regularly meet with Devon’s Market Management Team, CCG, commissioners and other professionals to share information on key topics of interest and concern, hear about and get involved in care home commissioning work and find out more about other key national and local care home priorities.
We have been working with DCHC (Devon Care Home Collaborative to finalise the agenda which includes an overview of the current financial position and an opportunity to get involved in designing new models of care.

CQC and system oversight - have your say reminder!
The Care Quality Commission has been given new responsibilities under the Health and Care Act relating to reviewing and assessing local authorities and integrated care systems.
They would now like your feedback on some specific areas of the methodology, as well as views on the kind of information you'd like to see from their assessments, along with any general views.
All surveys will close on 17 August.

Call for evidence on the lives of people with Down’s syndrome
Last month, the Department of Health and Social Care (DHSC) launched a call for evidence to ensure better access to health, education, social care and housing for people with Down’s syndrome. People with Down’s syndrome, families, professionals and charities are invited to share their experiences and expertise which will be used to shape new guidance for authorities to follow.
The new guidance intends to help ensure those with Down’s syndrome receive the care and support they need to live longer, happier and healthier lives.
The call for evidence is focused on Down’s syndrome but will also test whether the guidance can benefit other people too. Those with a different genetic condition, as well as their families and carers, are invited to contribute.
This consultation is open to everyone and will close on 8 November and there is also an easy read version.
Expressions of interest wanted for Management of Post Fall Non-injured Residents (Raizer Chair) pilot in South Devon
Expressions of interest are being sought for homes in Torbay and South Devon NHS Foundation Trust (TSDFT) footprint area. Participating homes will be involved in a 9-month pilot on post fall management of the non-injured resident, this will include the loan of a Raizer chair.
The core pilot management group is led by QAIT and the community falls prevention lead who are leading, supporting and overseeing the pilot.

Free online digital mental health and wellbeing support
NHS Devon, Devon County Council. Plymouth City Council, and Torbay Council have worked in partnership to commission Qwell (delivered by Kooth), to provide all adults aged 18+, living in Devon, Plymouth and Torbay with access to free Online digital mental health and wellbeing support.
The team at Kooth plc have arranged a number of webinars to introduce and officially launch Qwell to our key stakeholders across Devon, Plymouth and Torbay.
