Cost of Care: Deadline extended to 7 August, feedback sessions on 9 and 10 August
The Cost of Care exercise that is currently being undertaken with care homes supporting over 65s, and personal care providers was due to close on 31 July. However, we are extending the deadline to for submissions to Sunday 7 August to enable more providers to be able to complete the exercise. You can read more about the cost of care on Devon’s PEN website here.
Drop-In Sessions for additional feedback During July, Devon has been hosting weekly drop-in sessions on Microsoft Teams for providers to get support about the cost of care exercise. Although the cost of care returns need to be completed by August 7, we will be hosting two further drop-in sessions for providers next week.
The sessions are going to be run separately for care homes and personal care providers, with each being up to 1 hour long. These sessions will enable providers to give us any additional comments about their cost of care returns which they have so far not been able to submit due to the restraints of the tools, including any reasons why the cost of care returns may not show the true costs of providing care in the current financial climate.
Information collected at these sessions will feed into one of our key submission documents to DHSC in October, the Market Sustainability Plan.

Autumn 2022 COVID-19 and flu vaccine booster programme update
Planning for the autumn/winter booster vaccinations for COVID-19 and flu is underway, and in the coming weeks we will be working closely with colleagues to prepare for commencement in early September 2022.
All care homes should begin the consent process by mid-August so that there is no delay to the commencement of vaccination of residents in care homes. Further communications on consenting will be available shortly.
JCVI has advised that for the 2022 autumn booster programme, the following groups should be offered a COVID-19 booster vaccine:
- Residents in a care home for older adults and staff working in care homes for older adults.
- Frontline health and social care workers.
- All adults aged 50 years and over.
- Persons aged 5 to 49 years in a clinical risk group, as set out in the Green Book, chapter 14a, tables 3 and 4
- Persons aged 5 to 49 years who are household contacts of people with immunosuppression.
- Persons aged 16 to 49 years who are carers, as set out in the Green Book, chapter 14a, table 3 .
However, as many residents in care homes for younger adults would fall within these categories, health and social care organisations involved in the Integrated Care System for Devon have agreed that all residents and staff in these homes will also be entitled to a COVID-19 booster.

Influenza
The groups that are eligible for the flu vaccine this coming season include:
- Those in long-stay residential care homes.
- Carers
- Frontline staff employed by the following types of social care providers without employer led occupational health schemes
- A registered residential care or nursing home
- Registered domiciliary care provider
- A voluntary managed hospice provider
- Direct payment (personal budgets) or personal health budgets, such as personal assistants

On 14 July 2022 DHSC published statutory guidance on data collection for care providers, including detail on mandatory information.
County Care Home Forum on Tuesday 16 August
Please join us for the next County Care Home Forum meeting on Tuesday 16 August, 2-3pm. This is an open invitation to all care homes within the Devon County Council footprint to regularly meet with Devon’s Market Management Team, CCG, commissioners and other professionals to share information on key topics of interest and concern, hear about and get involved in care home commissioning work and find out more about other key national and local care home priorities.
We will be working with DCHC (Devon Care Home Collaborative) to finalise the agenda shortly.

Could your service benefit from hosting nursing, OT, physio, dietetic, paramedic or music therapy students?
The Devon Clinical Placement Programme (CPEP) team is working with local universities to provide nursing and allied health professions students (AHP), with an opportunity to develop their practice in a social care environment. We are seeking social care settings that are willing to host these students. Students will be involved in day-to-day activities as well as supporting with the following:
- An Occupational Therapy student could work with your team to assess and plan for individuals to maintain daily living skills and develop therapeutic activities.
- A Dietetic student could work with an individual to increase their nutritional intake and support the review of menu plans.
- A Physiotherapy student could assist with falls risk assessments and support individuals/groups with movement programmes.
- A Nursing / Return to Practice student could assist registered nurses with all nursing duties.
- A Paramedic student could support the further development of emergency hospital admission procedures.
- A Music Therapy student could support people through emotional challenges on a 1-1 basis or in small groups, by listening to music and playing instruments.

Torbay and South Devon Care Home Volunteer Project appeal for participants
We are moving forward with plans to support the recruitment, coordinating and development of volunteers for care homes in Torbay and South Devon. You will find the opportunity we have uploaded to our online platform via this link Care Home Buddy.
Registered Manager, Nikki from Grange-Lea RCH, has been supporting the development of this role and has previously shared their experience of a volunteer who supported families to keep in touch with residents during the lockdowns . The volunteer also supported with one-on-one and group activities to help provide social support, stimulation and combat loneliness and having completed her care certificate at Grange-Lea and mandatory training was soon able to assist with meal times, helping with drinks and snacks.
As we move forward with this project, we need the help of a few care homes who will help identify specific volunteering opportunities and training requirements. If your care home would like to get involved, please contact Theresa Farris, Volunteer Liaison Supervisor to discuss on tsdft.volunteerwithus@nhs.net It is crucial that this project is a collaboration with local providers so that we can establish a successful volunteer programme that meets the need of care homes in our area.
Skills for Care’s Moving Up programme now open to promote ethnic diversity in care sector leadership roles
The programme is aimed at leaders from Black, Asian, and minority ethnic backgrounds who want to take the next step in their career, with an understanding of the specific barriers which people from a diverse background may face in progression.
Skills for Care data shows that while people from Black, Asian and minority ethnic backgrounds make up 21% of the adult social care workforce, the same representation is not reflected in leadership roles.
The Moving Up programme includes a mix of self-learning modules and live online sessions, and covers topics and skills including networking, building self-confidence, leadership skills, creating a personal brand, and identifying your own skills and weaknesses.
Additionally, it offers an opportunity to network with like-minded people in the sector, learn from others, and share experiences and ideas.
There will be two cohorts available for this year’s programme with the first starting on 15 September 2022 and the second on 10 October 2022. From start to finish, the length of each cohort will be approximately three months.
The programme costs £750 +VAT, and employers can claim back £500 per participant through the Workforce Development Fund.
