On Monday, we issued a Newsflash reminding care home and home care providers that 31 July is the deadline for Cost of Care returns; this includes links to sources of support and a Ministerial letter emphasising the importance of this exercise. Please make sure you return your data by then so it can inform national calculations.
In response to questions about the new Integrated Care System for Devon, this issue contains two films explaining the new system: one local and one national.

PAMMS pilot volunteers wanted - please note this version has the correct email address linked
The Provider Assessment And Market Management Solution (PAMMS) is an online assessment tool which will be used to help Devon County Council’s oversight of care delivered by providers of adult social care services.
We are about to commence a pilot, which will help us better understand use of the tools available to us and ensure we design an approach to quality and contract monitoring which is not overly arduous or time consuming for you.

Care Home Capacity Tracker changes
There are a number of changes to Care Home Capacity Tracker over the coming months. Please ensure that the person responsible for updating the capacity tracker is aware of these changes.
From 31 July...
The following data will be mandatory (to be entered no later than 11pm on the 14th day of each month or the next working day when the 14th is on a weekend or public holiday). Data must be no more than a week out of date:
- Care home bed vacancies
- Workforce resourcing, including absences
- Vaccinations - COVID-19 and seasonal, including data relating to the coming autumn's COVID-19 booster campaign
- Visiting data
From August...
Everything on one page: Providers will only need to update one screen, as opposed to separate daily/weekly/monthly tabs, with clearly labelled sections (should make data entry easier)
From September...
Changes to the vaccination data - The following questions will be removed:
- Numbers of care home residents, directly employed care home staff, agency staff in care homes, and domiciliary care staff who are known to have received a first dose of the COVID-19 vaccination in the UK
- Numbers of directly employed care home staff and agency staff in care homes self-certifying as being fully vaccinated abroad
- Numbers of care home residents, directly employed care home staff, agency staff in care homes, and domiciliary care staff who are known to have received a booster of the COVID-19 vaccination in the UK
- Number of care home residents who are known to have received a 2nd booster of the COVID-19 vaccination in the UK
These questions will be replaced with:
- Numbers of care home residents, directly employed care home staff, agency staff in care homes, and domiciliary care staff known to have received a full primary course of the COVID-19 vaccination
- Numbers of care home residents, directly employed care home staff, agency staff in care homes, and domiciliary care staff known to have received an Autumn booster*.
Please note that a full primary course does not include COVID-19 boosters. For most people, a full primary course is defined as 2 doses of COVID-19 vaccination. For a small number of people, however, including people who were vaccinated abroad, people who have received a single-dose vaccination such as Janssen, or people who are severely immunosuppressed, a full primary course may mean a different number of doses.
As Capacity Tracker will no longer include a separate question asking for the number of care home staff who have been fully vaccinated abroad, individuals falling in this category should be recorded as having received a full primary course of COVID-19 vaccination, together with those who received it in the UK.
*An Autumn booster is defined as any booster delivered under the Autumn booster campaign, expected to begin in September 2022, as announced in May 2022.
From October...
- COVID-19 vaccination data collection will be mandated.
From November...
- Enforcement mechanism will be rolled out — financial penalties set at same level as CQC registration fee — But this will be a last step!

PA and Microprovider forums: feedback survey
After our last survey in March, we changed the forums to the popular request of monthly locality Zoom meetings on Tuesdays and Thursdays, but attendance has remained low. PAs who have attended have given positive feedback that they have found the sessions useful. We welcome your views on the following to help us with future planning. Please have a go at taking the survey and respond by 9am on Monday 29 August.

The Medicines & Healthcare products regulatory Agency (MHRA) Central Alerting System is designed to operate as a cascade system and they strongly encourage registration via generic email addresses wherever possible so that multiple individuals at an organisation can receive alert emails that we issue.

Posture Support Training for Care Homes
The NHS Independent Living Centre are a free, impartial service for anyone in Devon to access for equipment advice, information and assessment. They are offering a face-to-face training for care home staff and managers which will explore why posture is important, the risks of unsupported posture and will also explore simple and effective ways of improving posture in sitting and lying. There will be live demonstrations from local reps and the opportunity to get hands on with equipment'.
The training is on Tuesday 6th September 2022, 12.30-3pm at Tiverton Rugby Club, Coronation Field, Bolham Road, EX16 6SG

Integrated Care System (ICS) explained in national and local videos
In Devon the Integrated Care System has been launched under the ‘One Devon’ banner and this local video explains it’s function, aims and the difference this will make moving forward.
The Kings Fund have also released a video which explains the recent changes under the Health and Care Act 2022 at national level. This explains the move from having Clinical Commissioning Groups (CCGs), an Integrated Care Boards (ICB), now known as NHS Devon, and the formation of the Integrated Care System (ICS), known as One Devon.
