Introducing PAMMS
Along with other Local Authorities across the South West Region, Devon County Council has purchased a Provider Assessment and Market Management Solution (PAMMS). The solution is designed to highlight good practice, support service improvement, and help us offer you the right support to ensure quality standards are maintained.
There are a suite of new tools which we will use to ensure we meet our statutory obligations to maintain oversight of our adult social care markets.
In future, we will use these tools to assure the care and support which we commission from you to ensure the people who use your services receive care and support which meets the standards expected within our contract with you.
Whilst this is a new system, the monitoring activity it supports is routine for our officers. We expect the implementation of the system to make processes more efficient, which will allow us to devote more time and resource to supporting you to deliver high quality services to the people of Devon.
We are about to commence a pilot, which will help us better understand use of the tools available to us and ensure we design an approach to quality and contract monitoring which is not overly arduous or time consuming for you.

Apprenticeship Levy open for 2022-2023, £25,000 levy funds available
Devon County Council can transfer apprenticeship levy funds to other employers in Devon. You can use this fund for apprenticeships for your staff to help develop your workforce. This includes new apprentices or existing employees. You will need to set up an apprenticeship service account and complete the new transfer fund form for Devon County Council. The responses have been created by the Care and Health Improvement Programme (CHIP – jointly delivered through ADASS and LGA) and the Care Provider Alliance (CPA), in consultation with DHSC.

RESTORE2 training in Exeter, Mid and East Devon by the Eastern Care Services Team
RESTORE2 a tool used by Care/Nursing Homes and Domiciliary Care Agencies to recognise and escalate deterioration in individuals in their care. It is designed to support staff to:
- Recognise when a person may be deteriorating or is at risk of physical deterioration
- Act appropriately according to the persons care plan to protect and manage the person
- Obtain a complete set of physical observations and the use of "soft signs” to inform escalation and communication with health professionals
- Speak with the appropriate health professionals in a timely way to get the right help, in the right place
- Provide a clear escalation history to health professionals to support their decision making.

NEW DATE! Enhanced Health in Care Homes celebratory event now 20 September
Following conversations with care home managers and staff, other healthcare professionals and local infection, prevention and control teams, we have made the difficult decision to postpone next Tuesday 12 July’s Enhanced Health in Care Homes (EHCH) celebratory event again.
We have been working with the venue and suppliers and today we have been able to confirm a new date of Tuesday 20 September.
We were fully booked but do now have some additional places available, please complete this Eventbrite booking form
Bookings made on our Eventbrite platform will still be valid for the new date. If you are unable to attend the new date, please contact alexanderstacey@nhs.net.
Those booked onto the wellbeing workshop following the event can still attend this virtually. Devon Wellbeing Hub’s session focuses wellbeing in the workplace. The theme will be ‘I am not a robot’ and will explore the wonders and challenges of being human beings working in demanding systems. A Teams invite for all those who had booked for this workshop will be sent.

Care Home engagement update
Over the course of the last year, Devon Care Homes Collaborative and Devon County Council have been working together to establish a Devon model of engagement. Whilst there have been some useful methods of networking during Covid, (DCHC pop up webinars, DCC Covid 19 acute forum, Locality meetings) the consensus has been to try to increase the reach of these forums, whilst not adding to the workload of providers.
DCC is currently reviewing the range of provider forums with DCHC and other providers and we will keep you posted as proposals are firmed up.

Join the Devon Care Home Collaborative
We encourage all care homes to join the Devon Care Home Collaborative (DCHC).
Mandatory training about learning disability and autism for health and social care provider staff
The Health and Care Act (para 181) requires health and social care providers registered with Care Quality Commission (CQC), to ensure that their staff receive training on learning disabilities and autism appropriate to their role.
Oliver McGowan Mandatory Training is being developed and the Government anticipates that the publication of the full Code of Practice may take at least 12 months. For further information contact chip@local.gov.uk
New Virtual Reality (VR) training for working with people with dementia.
The training curriculum highlights how dementia can affect a person’s behaviour and guides caregivers on how to identify triggers or reasons for distress, as well as offering techniques for enhancing communication to support patient needs.

Subscribe to the Heat-Health Alert Service
The Heatwave Plan for England is supported by the Heat-Health Alert service run by UKHSA in collaboration with the Met Office. The Heatwave and Summer preparedness programme (Level 1) runs from 1 June until 15 September. Heat-Health Alerts are cascaded to a wide range of health and social care organisations, as well as UKHSA Regions.
