Devon Education Forum (DEF):

Appointment of Academy members (Secondary) and
named Substitutes effective from
1 September 2021 to 31 August 2022


Dear colleagues,

In accordance with Schools Forums (England) Regulations 2012 and further ESFA Guidance: Schools Forums Operational and Good Practice Guide (March 2021), the membership of Devon Education Forum (DEF) must include both Schools members (L/A Maintained) and Academy members.

Additionally, arrangements must also include named Substitutes for each category of membership who will attend and vote (where appropriate) at meetings of Devon Education Forum when necessary i.e. if a full member is unable to attend.

DEF Proportionality from 1 September 2021

Following a review of pupil numbers across the phases, no amendment is proposed to the proportionality of representation between phases or school type. From 1 September 2021, DEF membership across both phases will remain as follows:

Primary: Academy x 2 and L/A Maintained Schools x 2

Secondary: Academy x 3 and L/A Maintained Schools x 1

Following the resignations of Rob Haring (CEO, Westcountry Schools Trust) in September 2020 and Moira Marder (CEO, Ted Wragg Multi Academy Trust) with effect from 31/8/21, two vacancies now exist. In line with the above guidance, all nominations for replacement members must be decided in consultation with Devon secondary academy schools.

Having carefully considered representation across all DCC working groups, DSLS Schools Executive Committee is proposing that the current secondary academy named substitutes will step up to become full members on Devon Education Forum from 1 September 2021 for the remainder of the current term i.e. 31 August 2022.

As a result, vacancies will exist for the two secondary academy named substitutes.

Proposed Secondary Academy Membership at DEF from 1 September 2021

Academy Members (x3):

  • Graham Hill – Headteacher, Pilton Community College, Ventrus MAT
  • 2 x VACANCIES - proposed nominations:

Andrew Davis - Principal, Exmouth Community College

Lorraine Heath - CEO, Uffculme Academy Trust

Academy Named Substitutes:

  • 2 x VACANCIES - nominations being invited

L/A Maintained Schools Member:

  • Sammy Crook – Executive Headteacher, Federation of Tiverton Schools

L/A Maintained Schools Named Substitute:

  • Phil Randall – Headteacher, St Peter’s Church of England Aided School

All secondary academies are invited to submit nominations for any of the above vacancies via email to devonsls@devon.gov.uk, to be received no later than noon on Friday 23 July 2021.

In the absence of any additional nominations being received by the closing date, the secondary nominees proposed above will be confirmed as DEF Members together with Named Substitutes from 1 September 2021.

Details of any election process (if necessary) and confirmation of DEF Membership will be communicated at the start of the autumn term.

Further information - what is expected of DEF members?

Schools forum members will need the skills and competencies to manage Forum business (as detailed in schools forum powers and responsibilities and to take a strategic view across the whole education estate whilst acting as representative of the group that has elected them. Furthermore, they should be easily contactable and pro-active in raising the profile of issues and communicating decisions, and the reasons behind them, effectively.

To provide for effective representation on Devon Education Forum, it is recommended any Schools or Academy member would engage with the DSLS Schools Executive Committee in order to understand fully the wider context of representing the schools community in Devon on DEF and the work undertaken by its constituent sub-groups.
