School Leadership Briefing on 8 July 2021

In the light of the government announcements on Monday 14 June we wanted to let you know that in order to adhere to the extended Covid-19 restrictions, we have taken the decision to amend the School Leadership Briefing on 8 July to a virtual event (same date and via MS Teams). Speakers include:

The virtual Briefing will now take place during the morning and we would ask that you register your intention to join us by completing this new online booking form. Please note that if you previously booked the event at Exeter Racecourse, we would ask that you re-book for the virtual event i.e. bookings will not be carried over.

Academy Trust Handbook 2021 (also known as the Academies Financial Handbook)
Baroness Berridge, Minister for the School System, wrote to all academy trusts on 10 June 2021 informing them the name of the Handbook was changing to the Academies Trust Handbook (also known as the Academies Financial Handbook) to reflect its full range of content more accurately.
The ESFA have published the 2021 edition of the Handbook - which comes into effect on 1 September 2021 – as a PDF available to download. They have summarised the changes to the 2020 edition on page 9 of the PDF. This includes new information about:
- trusts’ existing obligations in relation to safeguarding, health and safety, and estates management
- parental representation on trust governance structures
- cybercrime
external reviews of governance
- renaming the financial notice to improve (FNtI) to notice to improve (NtI)
The digital handbook will be updated to reflect the 2021 edition on 1 September 2021.
Working Group updates - Summer 2021

Schools Organisation, Captial and Admissions (SOCA) met on 25 May 2021 - read the minutes on the DCC website. The next SOCA meeting date is 21 September 2021.
Schools Finance Group (SFG) met on 26 May 2021 - read the minutes on the DCC website. The next SFG meeting date is 14 July 2021.

SEND Strategic Action Group | Feedback from meeting held 17 May 2021

Schools Health Education Unit (SHEU) Pupil health and wellbeing survey
Letters have been sent to schools inviting sign up to this free health and wellbeing survey for pupils, which will take place in the Autumn 2021. READ MORE and to sign up via this link.
School Nursing Service Review
Survey for young people of secondary school age
The school nursing service in Devon is provided by Devon County Council and provides health information and advice to children and young people of school age, whether they attend lessons in school or are taught from home or in another setting.
DCC are currently reviewing some aspects of the services that school nurses provide and are looking to obtain the thoughts of young people to inform review. Please could you share the link to the survey with young people of secondary school age and encourage them to complete it.
The survey takes about 5-10 mins to complete and closes on the 16 July 2021.
Information: Nuffield Early Language Invention – school recruitment now open
Every state school with a reception class in England can now apply for training and resources through an early year’s catch-up programme. The programme is funded by the Government, delivered by the Nuffield Foundation, to support thousands more reception aged pupils with vital communication skills.

Last week we sent out a request for people to come forward if they are interested in being a part of an Early Years Funding Review Group. We have had six responses – thank you very much to those people.
We have not yet had anyone get in touch who is a childminder or from a school. Ideally, we need one childminder, an academy school and a maintained school (one with a nursery class and one with a governor//trustee run preschool). If you, someone from your team or someone you know is interested please email fran.butler@devon.gov.uk.
