Welcome to our second newsletter

Welcome to the second issue of this weekly newsletter for adult social care providers, issued on behalf of Devon County Council’s Director of Adult Social Care Services and Director of Public Health and NHS Devon’s Chief Nursing Officer. This issue contains lots of links to national guidance which is being frequently updated in response to the changing situation, which we are also adding to our Provider Engagement Network website. Please make sure you follow the latest advice and please accept our ongoing thanks for the vital work you are undertaking for the people of Devon.


New national restrictions now in place

Please make sure you are familiar with the new national restrictions which came into force on 5 November. Many items of national guidance on social care provision are currently being reviewed and we will publish links to the national web pages when they are updated.

In terms of social care, this lockdown period is different to the last one.

  • All care home residents should be allowed to receive visits from their family and friends in a COVID-secure way under this guidance.  
  • Mutual support groups will be permitted in person for up to 15 people.
  • There is no formal shielding, but advice that the vulnerable and extremely vulnerable should take extra care in following guidance and limiting interactions.

Pleaser remember, there are three simple actions we must all do to keep on protecting each other:

  • Wash hands: keep washing your hands regularly
  • Cover face: wear a face covering in enclosed spaces
  • Make space: stay at least 2 metres apart or 1 metre with a face covering or other precautions

Guidance on protection of clinically vulnerable people

People defined as extremely clinically vulnerable have been written to by the government, asking them to follow new guidance on how to stay safe and limit interaction.

Are you concerned about your team’s health and wellbeing in these challenging times?
DCC is keen to work with adult social care providers from care homes and community services, to consider training that would support the health and wellbeing of their workforce. The training is likely to include resilience, peer support and reflective practice. If you have ideas of what the training content should be, please join us at a virtual focus group on Wednesday 25 November, 11am-1pm. Please contact Terrie Chaplin for more information and/or for invitation to join the focus group.

Social Care Institute for Excellence

Guidance and training has been updated on key topics including infection control, safeguarding, dementia, mental capacity, domestic violence and abuse, and autism & learning disabilities.

SCIE also offer tailored advice and resources for the sector on a range of subjects including: care homes, day care and home care, and have published a COVID-19 directory of resources and best practice hub for social care along with the report Beyond COVID: new thinking on the future of adult social care. 


Devon unregulated provider forum

A fortnightly forum has been set up for providers of services which are not regulated by the Care Quality Commission.
The next meeting will take place on Friday 13 November from 11am to 12noon. To join the forum or find out more about it please email us.

Housing with Support Forum

The Housing with Support Forum meets fortnightly on Wednesdays from 10am until 11am. It‘s a chance for organisations who provide supported living, extra care, shared lives and the homeless support services that are commissioned by DCC, to get together to discuss  issues, overcome barriers, share the all good stuff that is happening and test ideas. 
If you deliver these services and would like to join the forum then please contact us.
The next meeting is on Wednesday 11 November. Details of future forums are available on the PEN website.


Next NHS Devon and DCC provider webinar

The popular webinars organised by Devon County Council and NHS Devon Clinical Commissioning Group take place on the second Thursday of every month from 2pm – 3pm.

Celebrating success

Made-Well are now expanding and providing daily enabling services across their three Devon sites with one-to-one or group work available, especially for people with learning disabilities, physical disabilities and mental health issues. Find out more.

Parking exemptions for care and health workers

Critical worker letter

DCC and NHS Devon produced Critical Worker Status letter for staff to carry with them when providing care to people during the next month.


The Caring for Care Homes Newsletter provides quarterly updates for care homes from NHS Devon.


PPE update

Eligible providers can order PPE through the Clipper. The order limit has been increased.


Test and trace financial support scheme

NHS Test and Trace asked people who are on a low income, unable to work from home and who will lose income as a result, to self isolate. Under the Test and Trace Support Payment scheme they maybe entitled to support.


Devon care home visits testing pilot

Devon has been selected as a Department of Health and Social Care pilot for testing visitors to care homes. The pilot will use a combination of weekly testing of regular visitors and new tests, which visitors take before entering the home with results within 15 – 30 minutes. Devon homes were asked to volunteer via the WhatsApp group.

HMRC community organisation grant

Government guidance for voluntary and community sector organisations on how to apply for Her Majesty’s Revenue and Customs’ £5 million funding grant to provide tailored support to members of the public who need extra help in getting their tax and claims right. The programme is open for applications until 27 November 2020.


New funds available for projects which help carers take a break (replacement care)

The deadline for submitting applications has been extended to 12 November 2020.
