Primary Phase Membership of Devon Education Forum (DEF) 2019/20

Devon Education Forum is made up of representatives from schools and academies, but with some representation from other non-school organisations, such as nursery and 16-19 education providers. The forum acts as a consultative body on some issues and a decision-making body on others.

The Schools Forum Operational and good practice guide requires that schools members and academies members must comprise at least two thirds of the schools forum membership. Furthermore, representation on the Forum from primary schools, secondary schools and academies must be broadly proportionate to the ratio of the total number of pupils registered at them.

Schools and Academies Membership of DEF is reviewed annually in the summer term based upon projected pupil numbers within each category from September. At the last review, it was determined that the ratio of pupil numbers within the primary phase should change in membership from 6:2 (L/A Schools: Academy) to 5:3 from 1 September 2019.

After consultation with DCC, DEF and representatives from DAPH and DAG, it was agreed that rather than removing effective and active members of DEF, it was preferable to retain the existing ratio pending a planned conversion of a member’s school to academy status at which time the ratio would move to 5:3.

However, notification has since been received that the planned academy conversion is no longer proceeding. After further consultation with the DEF membership and in line with the local DEF Constitution section 1.2.1 (e), it is recommended (by DCC, DEF and representatives from DAPH and DAG) that the existing primary phase ratio of 6:2 (L/A Schools: Academy) across headteacher and governor representatives is retained for 2019/20 until the next annual review (effective from 1 September 2020) or earlier in the event of any resignation by a Primary L/A Schools member.

This will be ratified at the next meeting of DEF on 20 November 2019. Anyone wishing to submit any comments should do so via the DAPH Office at daph@devon.gov.uk or DAG at info@dagdevon.uk no later than 13 November 2019.
