Introducing you to Roadmap, a highways update created specifically for Parish & Town Councils

Welcome to the third edition of Roadmap.  Roadmap provides information and updates from the Highway Service and has been created specifically for Parish & Town Councils.

If you have any feedback please let us know as we would like to shape this publication based on your requirements.  If you would like to make a contribution please also let us know and we will do our best to accommodate your request.  We hope to provide an edition of Roadmap twice a year, however if there is a need to increase the frequency we will look to do so.

Funding news

Devon welcomes highway budget windfall

In November's Budget it was announced that the government was allocating £420 million in the 2018/19 financial year for local highway maintenance, including the repair of potholes, to keep local bridges and structures open and safe, as well as to help aid any other minor highway works that may be needed.

Tree Management - Ash Dieback

Devon, as a county, has over 20% of its tree coverage made up of Ash Fraxinus excelsior whilst nationally it is only 8% . Devon County Council has seen an increase in the pathogen Hymenoscyphus fraxineus, or Ash dieback, across the County in the last few years with the mortality rate, due to this disease, being predicted as high as 90% from this tree pathogen outbreak.

Permanent Pothole Repair (PPR) Material

Please be aware that we no longer hold stocks of PPR material for collection.  If you would like material, and are signed up to the Road Warden scheme, please complete a HMCEF application form detailing the amount you require.  Orders under the value of £300.00 (approx. 28 tubs) are subject to a standard delivery fee of £30.00 which we ask that the parish/town council covers.  Orders over £300.00 do not incur a delivery fee.  We will continue to provide the material free of charge.

If you would like to undertake pothole repairs in your communities please, in the first instance, liaise with your Neighbourhood Highway Officer.

Highway Maintenance Community Enhancement Fund (HMCEF)

The final funding round, for 2018/19, was undertaken in March.  A total of 11 applications were received and we were able to approve 8.  We have requested further information from the remaining 3 applications and also hope to support these applications.

We have received a total of 61 applications this year and approved 51.

Funding is in place for 2019/20 and applications are now being received, however they will not be assessed until June.

Each electoral division has a designated NHO who provides local support and information on highway matters.  They are your main point of contact for Devon Highways.

Surfacing works

Our preventative surfacing works programme started at the beginning of the year with Skanska carrying out pre-patching work in readiness for surfacing to take place.  Kiely's are our contractor for the surfacing works and they will begin in April.  For a full list of sites and for further information please visit our dedicated webpage.

Highway Safety Awareness e-learning course

A free e-learning course is available, which we recommend is undertaken by anybody who wishes to, or is interested in, undertaking community works on or near the highway.  If you would like to register volunteers for this course, please send their name and email addresses to this mailbox.
