Governance and Compliance 54: Surplus Carry Forward Balances Explanation

Following up on the recent email that has been sent to some
schools requesting an explanation of the year end surplus balances that are
greater than £50,000 or 5% of School Budget Share.
By way of reminder, this is not a new request and is something
that is asked of annually set out in the
year end
guidance letter. Section 4 of the ‘Scheme of Financing
Schools’, stipulates that we do not require to report where the balance is less
than the smaller amount of 3% of the budget share or £25,000, however we
have focused on higher levels this year due to the current concern around
school funding.
If you have received an email requesting an explanation and have
not already done so, I would be grateful if you could provide information on
how the school intends to use the surplus balance of 2016/17 in the coming
year(s).

and Families Partnership' Mailbox
From Monday 3rd July, the DSCB Business Unit is changing their
e-mail address in order to reflect the recent partnership changes. The main
e-mail address for the newly formed “Devon Children and Families Partnership”
will be:

We appreciate that this e-mail address is rather long and
complicated, so for convenience we have also established an alternative e-mail
address, which can be used to contact the business unit:

E-mails to both of these e-mail addresses will be delivered to
the same inbox. E-mails that are sent to the old DSCB e-mail address will be
forwarded to the new address in the short term. This email address will however
at some point no longer be valid.
Safeguarding against Domestic
Violence | Views on Health - survey

Safeguarding (Domestic Violence) Programme Officer
NHS England is currently undertaking two scoping exercises
relating to safeguarding children, young people and adults are being
safeguarded against domestic violence. The first scoping exercise will be
targeted at Health. The second scoping exercise will be targeted at all
agencies in the region who work with Health to help safeguard.
This second scoping exercise involves getting your feedback on;
what you think is working in Health, what is not working so well in Health, and
what we can do to improve safeguarding practices to address this safeguarding
issue.
Please distribute this survey widely so that we can gather as
much information as possible.

ESFA Fire Safety Survey
Following the horrific Grenfell Tower fire, the Government is embarking on a data collection exercise and this includes buildings used for publicly-funded education and training. The Education and Skills Funding Agency have recently sent out letters requesting the completion of a survey in some tight timescales.
The Local Authority is completing the survey for Maintained schools, however Chief Executives of Academy Trusts and Chief Executives of Diocesan Educational Trusts are likely to have received this survey separately. We would encourage academies to complete the surveys should they receive one in order for a more complete picture of the scale of the issue to be developed.

RM SecureNet Replacement
Devon County Council and Schools have statutory and financial obligations which require the secure transfer of information between schools and the Local Authority in a managed and auditable way.
As you may be aware, RM SecureNet will be withdrawn from service on the 31 August 2017. The system is used by Devon County Council and Schools to exchange finance, payroll and education data securely on a regular basis | READ MORE

Record Keeping: Why is it important?
At times of transition it is an opportunity for careful proactive planning and sharing of information which, if conducted sensitively and with care, can ensure a successful transition at any stage. It provides a consistent account of our involvement with children, young people and their families.
