Cumbria Safeguarding Adults Board are delighted to invite you to attend our 2026 Conference. This will be a virtual event, providing managers and practitioners from across the system the opportunity to improve legal literacy and knowledge whilst learning from practice through real stories and lived experience.
Delegates will learn in a safe space with legal expertise and input supported by human stories to inform application of learning in practice.

We know how busy managers and practitioners working across the system are - this virtual on line Conference will be delivered as 2 seperate half day sessions to support and facilitate attendance.
Practitioners can attend either the morning, afternoon session or both. If you would like to attend the full-day conference, you will need to register for both sessions.
Each of the sessions will include input from national legal experts commissioned to deliver legal literacy training alongside practitioners sharing case studies to inform learning including contributions from family with lived experience of safeguarding.

Explore the legal framework that underpins adult safeguarding and gain practical insights into applying legislation effectively in day-to-day practice.
Bridging Boundaries: Safeguarding Adults through Partnership Working
Drawing on multiple services, including Environmental Health, Homeless Services, Cumberland's Home Improvement Agency, and Adult Social Care, Cumberland Council will share case studies to illustrate how collaborative work can deliver solutions for adults experiencing self-neglect by working around the individual and combining expertise, statutory powers, and practical resources.
Through shared information, coordinated interventions, and the effective use of available powers and support, case studies will demonstrate how a joined-up response that reduces risk, improves living conditions, can help people maintain their independence.
Case studies will cover the following themes;
- Self-neglect
- Trauma-informed practice
- Multi-agency working and information sharing
- Role of housing services identifying vulnerability
- Interventions to improve outcomes where there are multiple and complex needs
- Powers of Environmental Health and the legal options/interventions available
- How collaboration with services and partners improves outcomes for the adult
Safeguarding Adults & the Law: What you need to know
Dawn Revell, Edge Training Limited will deliver a 'whistlestop' tour which aims to refresh and equip practitioners with the legal knowledge and confidence when working with adults who experience abuse or neglect including;

The Care Act 2014 Safeguarding Adults; who do safeguarding duties apply to - Section 42 myth busting
- Interface with other legal frameworks
- Case law, learning and research
- Legal options; where there are escalating risks linked to case examples and legal basis for action

The afternoon session will examine the balance between protection and individual rights, with a focus on the Mental Capacity Act and its role in safeguarding practice.
When Protection Meets Choice: MCA and Safeguarding
Max Duddles, Bond Solon. Max is the Principal Trainer and subject matter expert on the Mental Capacity Act 2005. Max will provide delegates with a back to basics and myth busting MCA session. The session aims to support practitioners with some of the challenges when working with adults deemed to lacking capacity, fluctuating capacity and dysfunction.
Rosa - The Person Behind the Process: Learning from a Family's Experience of Safeguarding
During the last session of the day we will hear from Julie Brown, Aunt of Rosa. Julie has been an advocate for Rosa following her sad death and contributed to the recent Safeguarding Adult Review (SAR) and Domestic Abuse Related Death Review (DARDR) processes. The session will also be supported by Eliot Smith Independent SAR Reviewer.
Through reflections from family in this safe space, the session aims to inform and support future learning and practice.
