This system has replaced the previous council's learning platform, which ceased in June 2024.

Catch22 have produced a leaflet 'Lean' providing help and support to young people experiencing problems with substance misuse.
Lean, commonly called 'Purple drank', 'Dirty sprite' or 'Sizzurp', is a drink typically made from a cocktail of substances including; codeine linctus (an Opiate), promethazine, paracetamol and dextromethorphan; mixed with fizzy/fruit soft drinks.
If you are worried about young people who are using substances, support can be accessed from Youth Substance Misuse Teams within Cumberland and Westmorland and Furness Councils.
Cumberland Youth Substance Misuse Team
Youth Substance Misuse Officers work on a 1:1 basis with young people under the age of 18. We are specialists, who are experienced in working with young people in relation to substance misuse.

Once a referral is received an officer will complete an assessment with the young person of their alcohol/substance use then plan sessions tailored to each individual’s needs. We aim to share appropriate education and harm reduction advice, relating to alcohol/substance misuse and related risk-taking behaviour.
The Team also run an Instagram and YouTube page @DrugHubUK offering a safe space to access information, advice and support to reduce risk around drug and alcohol use, to both young people and parents/guardians.

Westmorland and Furness Youth Substance Misuse Team
The main aim of a Youth Substance Misuse Officer's role within Westmorland and Furness is to engage with young people under the age of 18 who show substance misuse needs.
How do you refer?
We are the first point of contact for young people in crisis in relation to substance misuse. YouthSubstanceMisuse.WAF@cumbria.gov.uk
Once a referral is received an officer will complete an assessment of the young person’s alcohol/substance use/misuse, usually within the family home, with the aim to deliver appropriate education, harm reduction advice, relating to alcohol/substance misuse and related risk taking behaviour.

From September 2024 SEND has been removed from the Early Help process for both Cumberland and Westmorland Furness.
You will no longer be required to complete an Early Help referral for a request for professional involvement or education, health and care needs assessments (EHCNA) requests.

A reminder that the CSCP collect examples of good practice from the frontline. Specifically, we would like to collect examples of interventions (single or multi-agency) which have made or are making a positive outcome on a child or young person’s situation.
We will use Good Practice Submission Forms to develop a good practice catalogue. This catalogue will act as a ‘learning system’, by encouraging us all to reflect on our practice and then plan for improvement. We view your feedback as essential and can turn this into progress and improvement.

Safeguarding Level 3
The CSCP have secured further dates for Safeguarding in Practice - Working Together to Safeguard Children - Multi-agency approach to safeguard, protect and promote the welfare of children - Designated Safeguarding Leads - Only (Level 3 Training).
This workshop is part of a programme of learning events that practitioners and professionals, working with children, can access to support their learning at level 3. A full programme of events will be available for staff to access according to their learning needs.

Impact Chronology

Following excellent feedback from the recent session this week, the CSCP are running further lunchtime learning session on Non Fatal Strangulation and Non Fatal Suffocation (NFS).
The session is suitable for multiagency frontline professionals and those with safeguarding practice/policy development responsibilities.
The session aims to equip you with:
- Awareness of the seriousness of NFS
- An understanding of the physiological and psychological impact of NFS
- Developed understanding of risk associated with NFS and how to identify and manage risk
- An understanding of how victims may present
- An understanding of how to respond and support appropriately to safeguard victims and children & young people

Leaving Children Home Alone
The NSPCC has published a news story about ending the use of physical punishment against children. New UK figures from the NSPCC’s Helpline show that between April 2023 and March 2024 there were triple the amount of calls to the Helpline mentioning physical punishment against children, compared to the year before. The news story discusses possible reasons behind this increase and makes calls for the government to end the use of physical punishment in England.

NSPCC Learning, with the PSHE Association, has updated its Talk PANTS resources for nurseries and primary schools to help keep children safe from sexual abuse. The updates include a presentation of the Underwear Rule to use with 3- to 5-year-olds.
