The Working Together to Safeguard Children 2023, the guide to multi-agency working to help, protect and promote the welfare of children, was launched on Friday 15th December 2023. This replaces previous Working Together to Safeguard Children guidance.

As from the 1st January 2024, the LADO service across Cumbria, currently hosted by Cumberland Council, will separate into two local authorities teams.
Therefore, any new referrals or requests for consultation should be forwarded to the relevant service as below:

The up to date LADO guidance relevant to both Unitary Authorities is accessible via the CSCP website here.
An updated LADO Referral Form is accessible via the CSCP website from 1st January. The email addresses are active, so they and the new form can be used in advance of the New Year, if that is easier for implementation.

Practitioner Forums help people who work with children and young people learn from each other, understand each other's roles and responsibilities and what local provision is available in each part of the county. The Practitioner Forums are free to attend, you can attend any practitioner forum across the county, why not give one of the forums a try?

The CSCP have secured further dates for Safeguarding in Practice - Working Together to Safeguard Children - Multi-agency approach to safeguard, protect and promote the welfare of children - Designated Safeguarding Leads - Only (Level 3 Training).
This workshop is part of a programme of learning events that practitioners and professionals, working with children, can access to support their learning at level 3. A full programme of events will be available for staff to access according to their learning needs.

Are you aware of your responsibilities in informing the Local Authority Designated Officer (LADO) of all allegations against adults who work with children?
This bitesize session is an opportunity to meet the LADO team manager Paul Cooper, who will explain your responsibility and how to inform the LADO as set out in Working Together to Safeguard Children 2018.

When booking onto this training please DO NOT share the Microsoft Teams link with anyone else, as numbers are restricted. This has a serious impact on delivery of the training and the numbers attending.
The CSCP recommend that anyone working with children should complete Child Exploitation (CE) Level 1 eLearning as mandatory training. Click here to access the training.
For those practitioners who work more closely with children and young people and are involved in their safety planning, these practitioners should complete Child Exploitation (CE) Level 2 training,

Child Abuse and Exploitation
NSPCC Learning has published a blog post about professionals focusing on the “risky behaviour” of children and young people experiencing abuse or exploitation, as part of its Why Language Matters Series. The blog explains that this can incorrectly imply the child is responsible for the harm they are experiencing. Discussion points include: keeping the focus on the impact on the child; not placing responsibility on the child; and addressing the safeguarding concerns.

Do you know any young people who are working part-time whilst still at school?
Children and young people of school age can work part-time provided they have a valid Work Permit. A part-time or holiday job can be a good experience for children, providing them with work experience and employability skills while also earning a wage.
However, there are laws and byelaws governing child employment to safeguard children from harm or exploitation, and to ensure that their education does not suffer.

The NSPCC has published a news story about new data which shows that recorded offences of adults neglecting, mistreating, or assaulting children have doubled over the last 5 years in England. The NSPCC, alongside other leading children’s charities, are calling for the UK Government to commit to reform children's social care, backed by significant investment in early intervention and prevention to help improve the lives of babies, children and young people.

Cumbria launched the CSCP Neglect Strategy and the Day in my Life Tools in September 2023, to enable practitioners to identify neglect at a much earlier stage.

Cumberland and Westmorland and Furness Youth Substance Misuse Teams work with young people across the spectrum of need. The team offer the following:
- A core service offering 1:1 interventions to young people aged under 18yrs. This service requests feedback from young people and their parents at the end of each intervention to shape service improvement.
- An Office for Health Inequalities & Disparities (OHID) funded service taking referrals purely from the Youth Justice Service (YJS) working with young people, who are open to YJS and show substance misuse needs.
- Both services start with an assessment, officers then work directly with young people on a 1:1 basis to deliver personalised interventions and harm reduction advice relating to substance misuse and related risk-taking behaviour, coaching them to make change.
- 24/7 information and advice to young people through their Instagram channel @DrugHubUK. There are daily posts (with auto-posts set up for weekends and holidays). Young people can contact the team through Instagram. The team also have a YouTube channel featuring films of older young people from Cumbria talking about their lived experience with substance misuse with more filming planned.
- A pathway into Recovery Steps Cumbria for young people turning 18 and who need to transition to an adult substance misuse service or for those young people, who need more specialist substance misuse treatment.
