The CSCP recently launched the 'Neglect Strategy 2023-2026'.
The strategy sets out the Partnership’s revised approach and provides a practical framework and tools that will support strong and effective multi-agency practice by understanding the lived experience of the child or young person.
The strategy is applicable to all professionals and sectors who work with unborn babies, children and their families across Cumbria. It is underpinned by a strengths-based, family focused approach to partnership work. It is our intention for this strategy to build on existing good practice, as well as identify and address gaps in service delivery and provision.

Along with the Neglect Strategy 2023-26 the CSCP have launched the ‘ Day in my Life' Neglect Toolkit.
Improving outcomes for neglected children means we need to know how, when, where and why neglect is occurring for each child in the household. The original ‘Day in the Life of the child’ tools devised by Jan Horwath aim to help practitioners gain a better understanding of what is happening in families where neglect is an issue and what actions may lead to improved outcomes for children.
The CSCP toolkit which is based on the ‘Day in my life’ tools developed by Jan Horwath will assist those working with children, to reflect on whether a child is experiencing neglect and what type of neglect the child/ren may be experiencing.
Practitioners should use the tools with the parent/carer separately to the child. The tools are not a checklist and are to be used as an aide for discussion, to understand what a day in the child's life is like, and would also include anything that is different for weekends and school holidays.

Practitioner Forums help people who work with children and young people learn from each other, understand each other's roles and responsibilities and what local provision is available in each part of the county. The Practitioner Forums are free to attend, you can attend any practitioner forum across the county, why not give one of the forums a try?

Domestic Abuse Risk Assessment / Combined Homicide Timeline Training
In conjunction with Victim Support and Cumbria Constabulary, the CSCP are delighted to advertise the following training for all professionals potentially working with Victims of Domestic Abuse.
The training aims to equip colleagues to:
- Identify the signs of Domestic Abuse
- To be able to effectively assess risk with the use of the DASH Risk Assessment and combined Homicide Timeline

Signs of Safety is an innovative strength based, solution focused approach to working with children and families, grounded in partnership and collaboration with families and professionals. It is important for new members of staff and those who have not yet completed the Signs of Safety Two Day Introductory Training, that they have the opportunity to attend the training. The Introductory 2 day training focuses on the Signs of Safety Assessment Framework with a brief overview of Safety Planning.
This is part of our continuous training programme, numbers are limited and spaces will be prioritised for Cumberland County Council system users, however some spaces will also be allocated to partners agencies.

In order to ensure accurate data on open Early Help Assessments there will be a repeat of last years’ large-scale data cleansing exercise. Currently there are 5613 cases showing as open, some of these are historic and we need to be able to check the validity of them. Therefore, an email will be sent out with a basic spreadsheet showing which children are registered. This will be broken down by establishment.
As this is a large piece of work it could be a while before you receive your data set. Please bear with us while the work gets underway.
Please be aware this work is being undertaken on behalf of the Cumbria Safeguarding Children Partnership. Information sharing agreements allow for the person receiving this information to work across both authorities. Therefore, although this will show as a Cumberland email address the sender is working on behalf of both Cumberland and Westmorland and Furness.

Cumbria Youth Substance Misuse, working with Cumberland Council and Westmorland and Furness Council, have developed factsheets aimed at parents/carers and teachers/professionals to give them the basic facts and tips to start having some of those informed and open conversations with young people about vaping.
They have also commissioned a short film clip aimed at parents to give them key facts around vaping and top tips on how to talk to their YP about vaping. Vaping resource for Parents and Carers - YouTube There are further films on the DrugHubUK YouTube, which may be of interest, including some featuring older Cumbrian young people talking about their lived experience of substance misuse.
Their channel for information to YP is our Instagram @DrugHubUK, which offers young people 24/7 access to information and advice to educate and reduce risk around drugs and alcohol. we focus on a different topic each month and will include basic information, some myth busting, there is a strong harm minimisation message and YP can contact the team for support directly through DM.

Safeguarding guidance for providers of activities, after-school clubs, tuition and other out-of-school settings.

The Department for Education (DfE) have updated the safeguarding guidance for providers of after-school clubs, community activities and tuition.
These updates reflect the guidance on keeping children safe in education and new legislation such as positions of trust, as well as findings from the out-of-school settings multi-agency pilot scheme, which have been made in collaboration with representatives from the sector and safeguarding partners. They have also added links to download a guide, leaflets and posters.

Solving together: an online conversation about reducing waiting times for children and young people’s mental health services
For the first time, the NHS is launching a month-long online conversation on children and young people’s mental health, with a focus on gathering learning and ideas on how we can improve waiting times and make services more accessible. Using the Solving Together platform, we will be inviting partners involved in the children and young people’s mental health pathway, professionals, children and young people and their families, to have a say about this critical issue – with a focus on collecting ideas and best practice for ways to make our NHS services better in the future. We then plan to work with teams across the country to prototype and test the most promising ideas. The conversations will be live from 9 October.
