We have welcomed 2 important reviews that will help to set the future direction for CQC: the final report of Dr Penny Dash's review and the first report of the review by Professor Sir Mike Richards.
Both reviews have reaffirmed the support for a robust health and care regulator and recognised the dedication and experience of CQC staff.
Our leaders are committed to rebuilding trust in our regulation and ensuring our processes and technology provide a simple and seamless experience for those we regulate, people who use services, and our colleagues in CQC.
We accept the findings and the high-level recommendations of both repost, and we are taking rapid action in response. We will:
- Align the organisation around sector expertise by appointing at least 3 chief inspectors to lead on our regulation and improvement of hospitals, primary care, and adult social care services.
- Modify the current assessment framework to make it simpler and ensure it is relevant to each sector.
- Ensure we have the right systems and tools in place to support our regulatory activity.
- Improve the experience for providers registering with us.
The report from Dr Penny Dash also talks about the need to change our assessments of local authorities and integrated care systems, which we welcome.

Sir Julian Hartley will be appointed as the new Chief Executive of CQC. Sir Julian has been Chief Executive of NHS Providers since February 2023 and has previously held the positive of Chief Executive at several organisation, most recently at Leeds Teaching Hospitals NHS Trust.
The start date for Sir Julian at CQC has yet to be confirmed.
Sir Julian Hartley said: "I am delighted to be joining CQC at a time when effective regulation which supports improvement across the health and care sector and good, safe care for people who use services has never been more important.
"I have spent my career in the NHS and I will do my utmost to bring all I have learned to serve people who use services and to work with CQC staff and with providers to deliver high quality regulation which drives improvement across the health and care system."
On 3 October we set out how we will drive the improvements needs to re-build trust in our organisation, including making immediate changes to support our response to the recommendations in the interim report from Dr Penny Dash.
The changes will help us to deliver:
- a clear and transparent programme of assessment and ratings
- quicker and more effective registration and assessments of providers
- simpler and clearer reports.
It is vital that we work with providers, the public and wider stakeholders when making decisions about changes and we will use these regular bulletins to share opportunities to engage with us.
We know that some providers have had issues when submitting factual accuracy comments. Where possible providers should be submitting factual accuracy comments using the link provided to them with their draft report. You will receive this via email.
We have also updated the forms on our website should you need to use these, however Word forms should only be used in exceptional circumstances and where it is not possible to use the link provided. If you do have copies saved locally, we suggest you update these to ensure you have the correct form.

Please include your contact details and provider ID. We will email a copy invoice out as soon as possible. We are managing a large number of enquiries at present.
