On Thursday 30 December the Department of Health and Social Care updated their guidance on care home visiting. The updated guidance applies to residential care homes in England.
 UK Health Security Agency and Association Directors of Public Health have written to Directors of Public Health (DsPH) about decision making regarding workforce movement between care homes.
The letter highlights government guidance on Restricting workforce movement between care homes and other settings, and advises that a risk-based approach should be taken when considering readmitting discharged residents whilst a care home is the 28-day outbreak restriction period.
Please continue to keep your local inspector or our National Customer Service Centre team updated of all arrangements in your services including staff movement and visiting in and out of the care home.
The care at home sector is developing and evolving quickly in response to financial constraints, the personalisation agenda, and the personal budgets enabled and promoted by the Care Act 2014. Large numbers of new single care worker micro businesses, single care worker support organisations, and ‘introductory plus’ agencies have emerged, many of whom work in regulatory grey areas. In response to this, we set up a sandbox project for community-based care and support teams, to explore and develop regulated options for these providers and organisations.
As a result of this project, we have updated our detailed guidance on the meaning of on-going direction or control of care and support for introductory agencies and independent care workers. The existing guidance was written in 2013. Learning from the project and sector developments has helped us to update the guidance, which has been developed in consultation with stakeholders from the project’s reference group and registration staff.

 To support the delivery of the ambitions outlined in our new strategy we are developing a single assessment framework, consisting of quality statements, that will replace our current Key Lines of Enquiry (KLOEs) and associated prompts.
We also plan to use ‘I statements’ as the starting point for our assessment framework, taking the important first step towards truly regulating through the eyes of the public.
