A regular update for providers and professionals working in adult social care, sharing the latest guidance on COVID-19 and CQC's approach during this period.

Resources on infection prevention and control (IPC)

The Care Provider Alliance (CPA) is collating information on IPC to support you. This includes the CPA’s own briefing, an extensive toolkit developed by the National Care Forum and QCS as well as other resources.

COVID-19 Insight: Issue 5

In this month’s report, we build on the learning about good practice in infection prevention and control that we discussed in the last issue by focusing on care homes. We also present the key findings from a survey to understand the experience of inpatients who were discharged from hospital from April to May 2020, when the first wave of the pandemic was at its height.

COVID-19 staff deaths acquired through employment

We would like to remind you that it is a requirement of all providers that where a staff member sadly dies from Covid-19 and there is reason to suspect this was acquired through employment, then you must consider whether your organisation should inform HSE in accordance with the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR).  

The Department for Health and Social Care has published guidance on steps to take following the death of a person from Covid-19 who worked in adult social care in England including notification of the death to the Department.


Notification forms

We are making changes to our notification forms to make them easier for you to use and improve the quality of information collected. The death of a service user notification form has now been updated, with other forms being updated soon.  

To make sure submitting a notification to us is as easy for you as possible, make sure you are using the latest form either by downloading from our website each time you submit a notification or accessing through the provider portal.

Certification of training in Restrictive Practices

The Restraint Reduction Network Training Standards (2019) were published in April 2019 and are available on the Restraint Reduction Network website.

In August 2019 we updated via our provider bulletin that it was likely that use of the standards will be a contractual requirement for mental health providers from April 2020, and it would be good practice for other health and social care providers to comply. More details are available in this letter.

Further to this, we are writing to update you on the standards (and certification scheme) and the action that your organisation will need to take as the requirement for certified training is introduced.

From April 2021 CQC all services across health and social care will be expected to only use training in restrictive practices that is certified as complying with the Restraint Reduction Network training standards.

Learning from events – Skills for Care new digital learning module

Skills for Care has launched a short digital learning module to support adult social care managers in carrying out holistic learning reviews following any incidents or near misses within their care setting, such as a COVID-19 outbreak.

The free, easy to use module commissioned by the Department of Health and Social Care covers:

  • what learning reviews are, why they’re needed and how they can help you
  • how managers can move from completing reviews at an individual level to involving the wider team
  • practical tips and templates for embedding learning reviews into your working environment.

Employers can claim £100 from the Workforce Development Fund for everyone who completes the module. You can find our more information and how to make a claim by visiting the Skills for Care website.

Proposal to regulate to stop movement of staff between care settings

The Department for Health and Social Care (DHSC) have launched a consultation to consult on a proposal to stop staff movement between different care settings in adult social care.  

The deadline for submission is midday on Monday 23 November.

Designated settings for COVID-19 patients leaving hospital

We're working with the Department of Health and Social Care (DHSC), local authorities and individual care providers to provide assurance of safe and high-quality care in designated settings, which are part of a scheme to allow people with a Covid-positive diagnosis to be discharged safely from hospitals.

When CQC is notified of a proposed setting by the local authority we call the provider within 24 hours and if the provider is ready we will inspect within 48 hours, informing them and the local authority if they are assured.

Reviewing the use of do not resuscitate decisions during COVID-19

In October, the Department of Health and Social Care (DHSC) asked us to review how do not resuscitate orders were used during the COVID-19 pandemic, building on concerns that we reported earlier in the year.

Since we received the request, we've been talking to a wide range of people and groups to understand their experiences and concerns.

We've now selected the seven local Clinical Commissioning Groups where we will be carrying out fieldwork for the review. This work will focus (but not exclusively) on the experience of older people and people with a learning disability or autism.

Flu vaccine briefing 

The Care Provider Alliance (CPA) have published a short briefing to support care managers, occupational health leads, team leaders and care service owners to maximise take up of the flu vaccine by their eligible staff.

It covers both residential and community-based services that are regulated by CQC but unregulated services may also find the briefing valuable.

Care providers can request local authorities to consider “paying care staff their usual wages in order to attend a GP or pharmacy to be vaccinated against flu outside of their normal working hours” out of the discretionary 20% within the Infection Control Fund Round 2 announced on 1 October 2020.
