The February 2026 national review "Protecting all vulnerable babies better", was prompted by the death of baby Victoria Marten. It calls for more sensitive, stronger and effective protection for unborn babies before they are born.
The main recommendations of the review are to stop the cycle of harm and pre-birth trauma, provide better support for families, manage risk and improve the collaboration between different agencies.
Key focus areas from the review include:
- Support before birth: The importance of having clearer national rules to protect unborn babies. This is especially important when a pregnancy is hidden or when it is revealed late.
-
Trauma-informed working: Services must recognise that parents may avoid services because of past trauma, loss, or fear, and responding with supportive, trusting relationships.
-
Preventative "Think Family" Approach: Joining together services for adults and children to deal with the reasons why people need help, like domestic abuse, mental health and drug problems.
-
Support Post-Removal: Better, long-term support for parents who have previously had children removed to prevent repeat, familial harm.
-
Information Sharing and Movement: Official ways of tracking families moving from one place to another.
-
Risk Management: Better collaboration between social care and offender management when parents have a record of violent behaviour.

Katriona O’Sullivan is the bestselling and critically acclaimed author of 'Poor', her powerful memoir charting her extraordinary journey from a childhood in Coventry.
The book has since been adapted for the stage as a Belgrade Theatre and Gate Theatre co‑production. On Wednesday 6 May, from 11am to midday, audiences are invited to the Belgrade Theatre (B1) for a live recording of a special episode of The Relational Social Work Podcast, recorded directly from the set of Poor.
Katriona will be in conversation with Hannah Bedford, co‑host of the podcast. During this 45 to 60 minute live discussion, they will explore the lived experience of poverty, the implications for professional practice, and what it truly means to see, understand, and support the whole child.
The recording will be followed by networking and refreshments from midday to 12:30pm in the Burbage Suite, offering attendees the opportunity to reflect and connect with colleagues.
This free event is aimed at professionals working with children, young people, and families.
'Poor' is showing at Belgrade Theatre from Friday 1 to Saturday 9 May. You can find out more via the Belgrade Theatre event listing.
