Welcome to the fourth edition of the 2021 Coventry City Council Landlord newsletter.


Afghan Relocation and Assistance Policy (ARAP)

Coventry has agreed to take part in the Afghan relocation and assistance policy which aims to assist Afghan migrants who served with the British military during the conflict in Afghanistan. All assisted with relocation will have full rights to live and work in the United Kingdom having passed a citizen test in the first three months. The City Council will be funding those relocated for the first 4 months through the Let’s Rent scheme. The project requires 4- and 5-bedroom properties.

Minimum Energy Efficiency Standards (MEES)

From 1 April 2020, the Minimum Energy Efficiency Standard places a requirement on all landlords of privately rented properties to  ensure that their properties reach at least an Energy Performance Certificate (EPC) rating of E before they let it to a tenant unless they have registered a relevant exemption.

Failure to do so could mean that you are committing an offence and you may be at risk of a financial penalty. Penalties for Minimum Energy Efficiency Standards (MEES) offences can be found in Private Sector Housing Enforcement Policy.

We encourage all landlords to ensure that they are compliant by checking the status of their EPC rating now. Check the status of your current EPC.

Article 4 Directions

Article 4 directions are imposed under the Town and Country Planning Act 1990 (as amended), and as such the Property Licensing Team is not able to answer any questions relating to this planning legislation. Our colleagues in Planning have confirmed that there are currently no Article 4 directions in Coventry that relate to the development of HMOs.

If you wish to see whether there are any other Article 4 directions, or indeed any Planning constraints in place against a given property, you can use the interactive map on the Planning Department web pages. Please note that Property Licensing team is not able to answer any planning queries.


Landlord Forum - 8 December 2021 at 6pm

The Housing Enforcement and Property Licensing Team will be hosting an online Landlord’s Forum on the 8 December 2021 at 6pm.

As a recipient of the newsletter you receive an invite and you can access the online event.

No booking is required.

Items to be discussed on the agenda are: Introduction to the Landlord and Tenant Liaison Officer, Eviction Notices Post Coronavirus Act, Minimum Energy Efficiency Standards (MEES), Introduction to the Council’s ‘Lets rent’ scheme, Renters Reform Bill, Building Safety Act and the Fire Safety Act.
