Welcome to the third edition of the 2021 Coventry City Council landlord newsletter.


Guidance for landlords in the context of Coronavirus

On 21 June 2021 the Ministry of Housing, Communities & Local Government published non-statutory guidance for landlords, tenants and local authorities in the private and social rented sectors in the context of Coronavirus (COVID-19). See updated guidance.


When should I make the Stage 2 fee payment for my HMO licence?

We have noted that there is some confusion regarding when to make the stage 2 fee payment for HMO licences. The stage 2 fee must be paid within 14 days of the ‘decision to grant the licence’ and it will be a condition of the licence that this fee is paid. We will advise you of the stage 2 fee if and when we serve our ‘intention to grant the licence’ (draft licence). Failure to pay the stage 2 fee (14 days) after the licence has been issued is a breach of the licence conditions and therefore an offence under s.72(3) of the Housing Act 2004. The implications of committing such an offence are the revocation of the licence as well as either prosecution or the council can issue you with a financial penalty of up to £30,000

Licence length criteria for a two- and five-year licence

When assessing the length of a HMO licence we judge each individual HMO application against a set criteria which can be found on our webpage. It is the responsibility of any licence holder that wishes to be considered for a two-year or five-year licence to meet the relevant licence length criteria.

One reason most licence holders fall short of receiving a five-year licence is due to not being CLAS (Coventry Landlord Accreditation Scheme) accredited or not sending in all supporting documents for their HMO application in time. We are currently in the process of implementing a new software with the aim of simplifying our licensing process. As part of this project we will be developing a new HMO licence application form.
