Additional Licensing of Houses in Multiple Occupation

Regulation 9 of the Licensing and Management of Houses in Multiple Occupation and other Houses (Miscellaneous Provisions) (England) Regulations 2006 

On 8 January 2019 the Council’s Cabinet approved recommendations to conduct a consultation on proposals to designate the whole of its area as subject to additional licensing for HMOs under Part 2 of the Housing Act 2004.

The consultation commenced on 9 January 2019 and ended on 20 March 2019.

The response to this consultation was beyond the Council's expectations and resulted in overwhelming support for the designation of Additional Licensing of HMOs in Coventry.

A further report, including the results of the consultation and the structure of the scheme was submitted to Full Council on 14 January 2020 recommending that it designates all HMOs in the city subject to additional licensing for five years. The Council resolved to agree with all the recommendations.

The designation for the new scheme will commence on 4 May 2020 and will cease to have effect on 3 May 2025, or earlier if the Council revokes the scheme.

In accordance with Regulation 9 of the Licensing and Management of Houses in Multiple Occupation and other Houses (Miscellaneous Provisions) (England) Regulations 2006 we have issued a public notice relating to the designation made by the Council on 14 January 2020.

Selective Licensing

On 8 January 2019 the Council’s Cabinet approved recommendations to conduct a consultation on proposals to designate certain sections of the city as subject to Selective Licensing for privately rented properties under Part 3 of the Housing Act 2004.

The consultation commenced on 9 January 2019 and ended on 20 March 2019.

Following the outcome of the consultation a further report, including the results of the consultation and the structure of the scheme, was submitted to Full Council on 14 January 2020 recommending that it not progress with the proposed Selective Licensing scheme at this time. This was approved by Cabinet and Full Council.
