Eligibility Codes for Free Early Education Entitlement
Providers, please be aware that some parents/carers have been issued initially with a temporary code starting with 11. We are finding that the temporary codes are not working once codes have been reconfirmed by parents/carers and replaced with a 50… code. Please ensure you have the latest code when entering data into the portal.
Free Early Education Entitlement – Autumn Term 2024 Data
The portal is now open again for you to add any additions or adjustments to your autumn term data. It will remain open until Friday 27 September.
Free Early Education Entitlement Payment Remittance Advices
Providers who submitted autumn term 2024 data by the deadline will have received payment remittance advices. To find out what these payments relate to, please refer to the Administering the Free Early Years Entitlement (cheshireeast.gov.uk) webpage to access the Payment remittance advice guidance document.
15 hours universal childcare funding for 3-4 year olds
Calling all providers! Please advise parents and carers that they do not need to apply for a code for this funding. Please tell them that all they need is a place at a childcare setting for their child, and childcare providers will then claim the funding for the child.
Childcare Grants Briefing

Briefing to launch revenue and capital funding to support the National Wraparound Programme and the extended Early Education Entitlements within Cheshire East. The briefing will include information on how providers can prepare their application and the allocation process for the available capital and revenue funding. The funding is intended to create new places and not to sustain existing provision.

LADO Reminder
The below types of allegation or concerns should lead to a referral to the LADO.
- Sexual Abuse
- Hitting a child
- Withholding food or forcing a child to eat
- Humiliating a child e.g. Shouting, calling them names, using abusive language
- Rough handling a child causing the child to be distressed and /or bruised
- If your partner or a household member may be accused of harming a child – your response could lead to a concern.
- If your children are subject to child protection enquiries you may be referred
- Committing a crime that would be considered a risk to the community – e.g., Assault in public, driving under the influence of drink/drugs.
- Failing to report a safeguarding issue which potentially leaves a child or children at risk.
This is not an exhaustive list. If in doubt, contact LADO for advice.

DBS Update Service Reminder
It costs £13 per year for a subscription for paid positions.
Organisations and employers can check online, free-of-charge, if certificate content is still up to date - the certificate must be at a level that you are able to check and in the correct workforce.
Benefits of the Update Service:
- Re-check when you need to with the individual's consent
- Faster results - you will know instantly if there is no change or if you need to get a new certificate
Please note: You must register for the update service within 30 days of the certificate being issued.

Do Something Big Campaign Re-launch
From 1st August 2024, the Department for Education re-launched their early years and childcare recruitment campaign, titled ‘Do Something BIG, Work with Small Children’ (England only). As part of this, a new Education and Childcare Jobs category will be replacing the existing Education Jobs category on Find a Job, where employers in wraparound and early years will be able to advertise any available positions on the site.
To make the most the most of this opportunity, please post any relevant vacancies to the Education and Childcare Jobs advert category and, if appropriate for the role, include Wraparound Childcare in the job title. To access the webpage, please use the button below.

Department for Education Provider Roadshows 2024
The DfE are running a series of roadshow events for early education and childcare providers across the regions in England. These events offer a unique opportunity to engage with DfE directly and to share views on the entitlements expansion and other areas of early education and childcare policy.

The event is targeted at group-based setting managers who have, or will have, a role or interest in providing additional places as a result of government’s childcare expansion.

New Department for Education Press Release
The Department for Education has published a press notice celebrating this week’s landmark as hundreds of thousands of eligible working parents of children from 9-months-old will begin to access 15 hours of government-funded early education per week, and new wraparound childcare places available for primary aged children before and after school.
In addition, the DfE announced that they are extending the Early Years Stronger Practice Hubs programme until at least March 2025. The programme supports nurseries and childminders by bringing groups together across local areas to share evidence-informed practice and advice and build lasting local networks.
The DfE also announced that in September 2024 they would be publishing additional resources for early years educators aimed at supporting children with developmental differences and special educational needs and disabilities. These resources are a new free online module that will be added to DfE’s Early years child development training and Early Years SEND assessment guidance and resources which will be available on the Help for Early Years Providers platform.

Early Years Forum - children to be reviewed in September 2024 – requests for information
The Early Years Forum requests for updated tracking and SEN support plans have been sent out electronically to settings where professional portal access has been granted. Responses are requested directly to the portal for increased security.
If you have a child due for review in September and documents have been requested, please adhere to the deadline date to avoid postponement to October Forum. It is unlikely that you will need to provide additional information if a child has a needs assessment in progress, has left to go to school or an EHCP has been issued. Early Years SENIF applications – supporting documents
All requests for Special Educational Needs Inclusion Funding (SENIF) must have a completed provision map to support the application. The provision map template is available on SEND Inclusion Funding (cheshireeast.gov.uk) and should be used in conjunction with the SENIF policy documents. The provision map is essential when applying for support provided over and above ordinarily available inclusive provision. SENIF is to support children accessing the Early Education Entitlement hours only.

Repurposing of children’s centres consultation
We have launched a consultation asking for people’s views on a proposal to repurpose up to seven of our children’s centres and to further develop our family hub offer.
We have already repurposed five of our former children’s centres into family hubs, which support children and young people from 0-19 (or up to 25 for young people with special educational needs and disabilities). We will soon be opening our sixth and final family hub in the Crewe Lifestyle Centre. We are now looking at the best ways to offer flexible outreach services from our family hubs to respond quickly and effectively to changing needs and priorities across our borough, improving the reach to our most disadvantaged communities to improve outcomes.
The consultation outlines a proposal to repurpose up to seven of our children’s centres that we have not already remodelled into family hubs, using these buildings for education delivery purposes including extending childcare for children from two years of age, extending wraparound provision for primary aged pupils and delivering additional special educational needs and disabilities provision within local communities.
The majority of health services and clinics will continue to be available onsite at these locations.
The proposals outlined in the consultation will support the financial savings the council is required to make as part of the medium-term financial strategy, while having minimal impact on services.

i-THRIVE
The THRIVE framework relates to: • All children and young people aged 0–25 within a specified locality, and their families and carers. • Any professionals who seek to promote mental health awareness and help children and young people with mental health and wellbeing needs or those at risk of mental health difficulties (whether staff in educational settings, social care, voluntary or health sectors or other).
There will be a series of 3 cross-sector engagement events for all system partners to come together, which are planned to be in-person. These workshops will be independently facilitated by the National i-THRIVE Programme Team and will take place on:

- Thursday 18 September 2025

What's my behaviour trying to tell you? - 10th September 2024 18:00 - 20:00 (Microsoft Teams)
This session will explore how we can be curious about behaviours and what might be affecting the child at that given time, build a supportive, appropriate curriculum using the EYFS and development matters as a guide, consider current strategies and approaches to ensure they meet the needs of all children and embed behaviour conversations in your practice and develop a whole setting approach to supporting children’s behaviour.
Fundamental Safeguarding Awareness (previously titled Basic Safeguarding Awareness) - 11th September 2024 18:30 - 20:30 (Microsoft Teams)
This two hour training course will provide basic information and understanding about safeguarding children. It has been specifically written to address safeguarding in Early Years and Childcare Settings and covers practice and procedures used within Cheshire East.

This session looks at what a curriculum is, why curriculum planning is important in helping children to learn and have a better experience, and what to consider when putting the curriculum into practice. Drawing on the latest messages around curriculum from Ofsted, using the non-statutory guidance and making links to pedagogy and assessment. This session is suitable for all practitioners working in Early Years settings.
