SEND review
On 29th March the Department for Education released the green SEND Review: Right support, right place, right time, a consultation on the special educational needs and disabilities (SEND) and alternative provision system in England. The consultation sets out proposed reforms to the SEND and alternative provision (AP) system. The SEND Green Paper includes the following proposals:
-
New legislation for a new set of ‘national SEND standards’
- New ‘local SEND partnerships’
-
A standardised national template for EHC plans.
-
New process for naming a school or college place in a child or young person’s Education, Health and Care (EHC) plan.
-
Emphasis on identifying children’s needs early
-
Introduction of a new SENCo National Professional Qualification (NPQ) for school SENCos.
-
Plans to ‘streamline’ the redress process, including the introduction of mandatory mediation before families can register a SEND Tribunal appeal, with the aim of reducing the number of Tribunal appeals.
-
New National SEND Delivery Board to hold to account all elements of the system for supporting children and young people with SEND.
Your views matter.
The government is committed to improving outcomes for children and young people with SEND and those in alternative provision. We encourage you to reflect on the proposals set out in this green paper and respond to our consultation. Anyone can respond with their views. Together, we can ensure every child and young person with SEND and those in alternative provision can thrive and be well prepared for adult life.
