Universal Primary Free School Meals Roll Out (UPFSM)
UPFSM is part of the Co-operation Agreement between the Welsh Government and Plaid Cymru, which will see school meals being available to all primary school pupils for free by the end of this year regardless of household income.
School years Reception, Year 1 and Year 2 are currently enjoying free school meals, as well as those in full time nursery. From September 2023, years 3 to 6 will start to receive them, completing the roll out, meaning all primary years and full-time nursery goers will be receiving UPFSM. The aim of Welsh Government is that all primary aged pupils will receive a UPFSM by 2024.

Free School Meals- How Do I Apply? What Are the Benefits?
Universal Primary Free School Meals are different to Free School Meals as these do not need to be applied for and pupils will receive these for free in school automatically. The UPFSM roll out does not entitle those to a Pupil Development Grant (PDG) or school holiday payment.
Free School Meals are available to eligible pupils who attend school full time, including full time nursery pupils and those in sixth form. Those eligible must be in receipt of certain benefits, these are outlined on our website. The quickest and easiest way to apply is online using the link on our website but you can also apply by post using a printable application form. These forms are also available from your school.
Benefits of applying for free school meals include:
- PDG access grant eligible
