Nationally agreed pay increases for 2022

The national pay offer has now been agreed by a majority of the Trade Unions at national level for 2022, which affects the majority of Bradford Council staff.

​This final offer for 1 April 2022 to 31 March 2023 is outlined below: 

  • Local Government Services (for the majority of employees) – An increase of £1,925 on all NJC pay points 1 and above and an increase of 4.04% on all allowances.
  • With effect from 1 April 2023, an increase in annual leave entitlement of one day (pro rata for part-time staff) to all employees’.
  • With effect from 1 April 2023, the deletion of pay point 1 from the NJC pay Spine.

This offer applies to staff on LGS and Chief Officers terms and conditions. This does not apply to those on Craft, Soulbury, and Youth & Community terms and conditions as these pay awards have not yet been agreed, and we await national updates.

Details of the implementation of the new pay rates and back-pay are outlined below: 

  • For Monthly paid employees, the pay award on basic pay / salary and overtime paid at substantive rates will be paid on 15 November 2022. Increases to regular allowances and overtime at non-substantive rates will be paid in December 2022.
  • For Weekly paid employees, the pay award on basic pay / salary and overtime paid at substantive rates will be paid on 10 November 2022. Increases to regular allowances and overtime at non-substantive rates will be paid in December 2022.
  • The pay award will be backdated to 1 April 2022 or start date at the Council if after this date.

Monthly payslips will be available to view from 11 November at the very latest. Please be aware that due to the pay awards, Payroll Services will be receiving an increased number of contacts from employees during this time and employee’s may experience delays in calls and emails being responded to. Can you please ask your employees to be patient at this very busy time. If any of your staff are experiencing difficulties accessing their e-payslip, please can you offer them support. Due to the tight timescales of implementing this pay award, any changes made or requested by managers after the Payroll processing date of 26 October 2022 may not have been actioned.

National Insurance Reduction

In a reversal from the increase seen earlier this year, National Insurance rates will decrease by 1.25% from 6 November 2022. This means employees will pay less National Insurance on their earnings, please note that this reduction will apply from November onwards and will not be backdated for previous payments as per HMRC guidelines. The employer NI rate is also decreasing from November from 15.05% to 13.8%.

These changes have been implemented and tested on the payroll system and will be applied from November’s pay. A message has been added to November’s payslip advising of the changes so all staff should be aware.
