Help shape the zoning regulations and standard consent conditions
We are seeking views on the draft heat network zoning regulations, before they are laid in Parliament. The draft regulations set out how we will be implementing the proposals made in heat network zoning consultation response.
At the same time we are seeking views on the proposed standard conditions of consent within heat network zones. These conditions will set out the approval process for progression to Development, Construction or Operation as part of zone development.

Skilling up for growth!
Held late last year, the roundtable brought together colleges, universities, developers and local partners for a lively conversation on how to prepare the region’s workforce for the growing heat network sector. Run in partnership with the Greater Manchester Combined Authority, the event featured case studies from local colleges on their current heat network skills gaps and the training offers already in place.
Discussion focused on the roles Manchester will need more of – from engineers and project managers to installers and maintenance specialists – and the current lack of structured routes into these careers. Colleges indicated an openness to exploring how they might work with industry on future training pathways, supported by initiatives such as the Heat Training Grant and the Operation & Maintenance videos.
To help address some of the skills issues raised, we have committed in the Warm Homes Plan to continuing funding for the Heat Training Grant at £7 million per year up to 2029. This will continue to support existing heating engineers in training to become heat pump installers along with an increased range of training opportunities in heat networks. The current cycle of the Heat Training Grant is also available until April 2025, with training slots still open on courses covering the entire lifecycle of a heat network.
