NOW LIVE! Heat Network Regulation Consultations
On 7 November, the Department of Energy Security and Net Zero and Ofgem published their third joint consultation on implementing consumer protections. Ofgem have also published a separate independent consultation on authorisation and regulatory proposals.
Both consultations will run for 12 weeks and responses need to be submitted by Friday 31 January.
Minister Fahnbulleh has highlighted the importance of this consultation as the responses will inform the legislation to be laid in Parliament in 2025. This consultation also includes draft heat network authorisation conditions for stakeholders.
During 2025 there are likely to be additional consultations related to the market framework and consumer protection. These will be used to inform the Government's work on heat network technical standards, authorisation and step in conditions.
To support you in responding to the consultations and ensure all prospective respondents can engage confidently with the content we are hosting a series of online webinars. Further details on the webinars including the links to join/register are below.

December Market Engagement Webinar
We are hosting a series of market engagement webinars to share information about the types of opportunities coming to market through the Advanced Zoning Programme (AZP), which aims to have at least 10 heat network zones under construction by December 2026. These events will be of particular interest to heat network developers, the supply chain, investors and professional service organisations.
We have now hosted two Market Engagement webinars as part of this series with great attendance at both. If you were not able to attend the first two webinars, you can watch these on YouTube via the links below:
The next webinar will be held on Tuesday 3 December 3-4pm and will build upon the first two webinars, with an update on the programme and the opportunity to ask questions. We recommend watching the previous webinars via the links above to catch up on the previous content. To attend the 3 December webinar, please register in advance.
