Heat Network Zoning – Policy Workshops
As part of the ongoing development of our heat network zoning proposals, we’re pleased to share details on some upcoming policy workshops. These sessions will provide an opportunity for our stakeholders to hear more detail on our draft proposals, take part in Q&A sessions and provide valuable feedback.
These events are particularly relevant to organisations such as local authorities, heat network developers and their supply chain partners, plus potential heat consumers from buildings that are likely to be required to connect to networks in heat network zones.
Market engagement webinars
As you might be aware, as part of the Advanced Zoning Programme we are accelerating the delivery of heat networks in 19 cities across England which will be designated as zones once zoning legislation comes into place in 2025. The programme aims to have at least 10 heat network zones under construction by December 2026, worth £500m in total.
The areas involved include Birmingham, Bristol, City of London, Coventry, East London Energy (Olympic Park), Greater Manchester Combined Authority (Bolton, Stockport and Oldham), Leeds, Liverpool, Barking and Dagenham, Enfield, Islington, Southwark, Newcastle, Nottingham, Old Oak and Park Royal Development Corporation, Plymouth, Sheffield, Stoke and Westminster.
We are hosting a series of market engagement webinars, the first of which will take place in September and October to share information about the opportunities coming to market and anticipated procurement timescales. These events will be of particular interest for heat network developers, supply chain businesses, investors and professional service organisations.

Webinar 1 – Monday 9th September, 1 - 2pm – register here
Raising awareness about the Programme and showcasing the first projects due to come to market. We will hear from Leeds and Plymouth whose projects are due to come to market first, share anticipated timeframes for the year and share a departmental update on delivery approaches. Webinar 2 – Tuesday 22nd October, 3 - 4pm – register here
This session will build on the first webinar providing an opportunity to update attendees on progress to date, hear from more cities about specific projects, as well as anticipated timeframes and respond to questions raised in the first webinar. Heat Networks Delivery Unit: Round 14 now open to applications
The Heat Networks Delivery Unit provides grant funding and guidance to local authorities in England and Wales for heat network project development.
Since its inception, HNDU has run 13 funding rounds, awarding £37.8 million in total. Over 300 unique projects have so far been supported across 188 local authorities.
Round 14 is available to the following eligible applicants:
- registered social landlords
- NHS Trusts
- universities
- other government departments
- property developers
HNDU funding support will continue to be available in advance of heat network zoning legislation coming in to force. This funding will help support areas to continue the development of their projects in readiness for heat network zoning.
Round 14 is open to applications until 31 October 2024.
