Energy Bills Discount Scheme – applications close 31st March 2024
The Energy Bills Discount Scheme, which opened for applications on 26th April 2023, provides a higher level of support to heat networks with domestic end consumers and closes on 31st March 2024.
If you are a heat supplier with domestic end consumers, you have a legal requirement to apply for this scheme and pass on the benefit to your end customers.
Heat suppliers who have yet to apply must do so via the EBDS website by 31st March 2024.
Please share this message within your network or with other heat suppliers if you think that they may need to apply.
Enforcement action
Heat suppliers are required to apply for a Qualifying Heat Supplier certificate, as laid out in the EBDS Regulations 17(4). If it does not do so, it is liable to enforcement action, including penalties of up to £5,000 for each failure to submit a valid application (for each heat network concerned). We have identified several suppliers who have failed to apply or submit a valid application, and the Office for Product Safety and Standards (OPSS) has started enforcement action against those suppliers.

You will need to apply on gov.uk by 31st March 2024. For any further guidance, please see the application guidance for heat suppliers.
