Having secured a total £2.2m of Government funding from the Growing Places Fund (£1m) and the Getting Building Fund (£1.2m) the NUE SE project aims to kick start the development and re-use of empty commercial properties across South Essex.
The Southend led NUE project is focussing solely on commercial property, with the objective of returning between 10 and 15 empty buildings to use across the NUE SE partnership, (Southend, Basildon, Thurrock, Castle Point, Rochford and Brentwood) supporting new developments for alternative commercial purpose, or mixed-use commercial/residential.
SENUE’s emphasis will be on town centres, where secondary retail and other commercial areas have been significantly impacted by changing consumer demand and the after-effects of COVID.
For example, within a high street setting or parade of shops, an empty property could be returned to use with an improved commercial facility on the ground floor and residential use on the upper floors.
The NUE SE objectives will be achieved by offering 0% secured loans to owners/developers. Following an approval process, loans are available in multiples of £25k up to a maximum value of £175k. The maximum loan term is three years. Loans will be on a first come first served basis and can be provided as ‘top up’ funding – so if a developer can’t secure all the funding that they need from a bank they can ‘top up’ their bank funding with a loan from NUE SE. Loans are up to 3 years, 0% interest.
NUE SE will mirror an award winning project operating from Kent County Council. Some existing project examples from Kent include: https://www.no-use-empty.org.uk/nue-supports-commercial-folkestone/
