ACCEPTED – Homelessness Task Force report
Captain Tim Holifield from the Montgomery County Sheriff's Office provided an update on the Homelessness Task Force. He discussed the coordinated efforts between local non-governmental organizations, law enforcement and the Township to support community members experiencing homelessness. Involved organizations include Beyond Bridges, United Way, Compassion United, Mosaics of Mercy and Interfaith at The Woodlands. This coordination will help to avoid duplicating efforts and better serve those in need. Further progress will be reported at the November meeting, coinciding with Hunger and Homelessness Awareness Week, November 17-23, 2024. The Board unanimously accepted the report.
“Captain Holifield has taken it upon himself to research how we can proactively help these individuals,” said Director Cindy Heiser. “We have made great strides, and it is fantastic.”
ACCEPTED – Proposal for the construction of Windvale and Creekwood Park pickleball courts
Parks and Recreation Director John McGowan reviewed additional details with the Board regarding the construction of pickleball courts at Windvale and Creekwood Parks. Last month, the Board requested more information about the project. McGowan highlighted the community's need for additional pickleball courts due to high resident demand. Survey results indicated strong resident support for the courts at these locations. McGowan also discussed the planned drainage system, which will flow into nearby ponds. Dedicated pickleball courts enhance the player experience, and staff anticipate these new courts will see similar usage to the Falconwing pickleball courts, which opened last summer. The Board unanimously approved the proposal from McKenna Contracting for the construction of pickleball courts at Windvale and Creekwood parks.
“I do feel like you have done your homework,” said Secretary Linda Nelson. “We have received so many comments in support of pickleball courts and I am 100% in favor of this.”
“I am in full support of the project,” said Vice Chairman Kyle Watson. “The more courts we have the better as far as I am concerned.”

ACCEPTED – Emergency Preparedness Briefing
Fire Chief Palmer Buck briefed the Board on the importance of hurricane preparedness this summer. He reviewed the 2024 hurricane season forecasts, predicting a very active season, and provided guidance on community readiness for major storms. Township staff follows a comprehensive emergency plan for handling any emergency event, ensuring preparedness if a storm hits the region. Acknowledging the unpredictable nature of hurricanes, staff is equipped to respond effectively before, during and after a storm. The Board unanimously accepted the report.

ACCEPTED – Director Cindy Heiser to the Budget Task Force
The newly established Budget Task Force comprises up to three Directors. Chairman Dr. Ann K. Snyder requested the appointment of Director Cindy Heiser to join the Task Force as the third member. Treasurer Richard Franks and Director Dr. Shelly Sekula-Gibbs were previously appointed in April. The Board unanimously approved the appointment of Director Heiser.

ACCEPTED – Staff to prepare and issue an RFP for the property located at 9669 Grogan’s Mill Road
Following Executive Session, the Board authorized staff to prepare and issue a Request for Proposals for the sale of the property at 9669 Grogan’s Mill Road. The authorization passed with a vote of five to one, with Director Dr. Shelly Sekula-Gibbs casting the dissenting vote.
