Texas Workforce Commission Regulated Child Care Providers Update

Dear Child Care Provider,
The Texas Workforce Commission’s new case management system for Child Care Services – the Texas Child Care Connection (TX3C), is now live!
With the launch of the new system, we’re excited to announce a significant improvement for providers – payments will move from a reimbursement model to an advance payment approach.
Below are a few things to know about this change:
- Payment periods will be two weeks long and consistent across workforce areas (Monday-Sunday).
- Payments will be calculated a week prior to the start of the payment cycle – it takes about a week for Workforce Solutions (WFS) to process and issue payments.
- WFS will issue your payment by the start of each payment cycle, but it may take a few days for banks to process and make funds available.
- A change made after an advance payment has been issued will result in an adjustment to a future payment.

The first few payments we make in the new TX3C system will continue to be made after the fact, as we fully transition to the new system. Below are some updates about the first few payments:
- Providers will receive payments for Jan 13-26 in one or two increments. You can expect to receive your first payment this week, and you may see adjustments to your payment later this week or next week.
- We expect that you will receive payments for Jan 27-Feb 2 the week of February 2nd.
- We expect to transition to paying you in advance of the payment period during late February or early March. We will provide more details in the near future.
- As part of the system transition, some updates are being processed over the next couple of weeks. You may see adjustments to later payments to align with these updates.
Finally, we want to let you know that beginning Monday, Feb 3rd, parent copays will change to align with the 2-week payment periods:
- Parents fees will be calculated on a weekly basis instead of monthly.
- Newly authorized or changed fees will be effective on the following Monday.
- WFS will provide you and the families you serve with each family’s weekly parent fee soon.
