 MGT Consulting of America was chosen to conduct an efficiency study of the Waco Development Services Department. They interviewed staff and stakeholders, reviewed permitting data, and compared Waco's services to other cities. Findings suggest that while customer service is generally positive, technological improvements and process standardization could enhance efficiency. External stakeholders expressed satisfaction with the permit application process but identified room for improvement in online resources and accessibility.

 The United States Postal Service (USPS) mandates the use of cluster mailboxes in all new subdivisions. These are freestanding metal units with multiple individually locked compartments.
Installation of the cluster mailboxes in new subdivisions is the responsibility of the builder or developer. Residents must have convenient access to the mailboxes, typically about one block from their homes.
Before submitting subdivision plans to the City of Waco, developers must meet with a USPS Growth Coordinator to make sure the proposed locations are in compliance with USPS guidelines.

 Please note that emergency electric and gas permits are intended for situations involving immediate safety hazards due to weather damage or mechanical failures in occupied homes. These permits are not intended for unoccupied homes or rental properties.
Our inspectors have limited time and resources, and they prioritize cases that pose an immediate threat to the safety of occupants. Please only request an emergency permit when there is a genuine emergency. This will help ensure that our inspectors can respond promptly and effectively to critical situations.

A Vision for Downtown: Master Redevelopment Project
 Exciting things are happening in Downtown Waco. The Waco Downtown Redevelopment Project is a comprehensive 12 to 20- year initiative led by the City of Waco in partnership with Hunt Development Group, aimed at revitalizing Downtown Waco into a vibrant, mixed-use urban area. It will span more than 100 acres along the Brazos River — offering amenities, businesses, and experiences that embrace our residents and visitors.
What We're Working On
Of the project’s four phases, the first phase includes:

Existing infrastructure needs: Utility, floodplain, and street improvements within the heart of Downtown Waco.

Barron’s Branch District: The initial 30-acre area will include the creation of a creek walk, Calle Dos, La Pila Plaza, and performance and event spaces.

Establishing form-based code: Unlike regular city codes, form-based code is a set of rules that guide the look and feel of a development’s appearance and layout to create a cohesive design.

 Waco High School Update
 Waco ISD's $159 million Waco High School reconstruction project, part of a larger $355 million bond program, is nearing completion. The new 370,000-square-foot campus will accommodate up to 2,132 students and is expected to be ready for the start of the next school year in August. A land swap between the city, district, and county facilitated the project, allowing for the construction of a new high school, a little league baseball complex, and an expanded events center. Construction is now focused on the interior of the building, including classrooms, cafeteria, library, gyms, and a performing arts center.

 The City of Waco invites individuals, builders, and developers to contribute to our City's growth and revitalization of our urban core by focusing on infill properties near downtown. Infill development not only yield high returns, but also contribute to walkable, vibrant neighborhoods. The bid deadline is on Friday, November 15. The property will be awarded to the highest bidder.
All bids require a development agreement to complete construction within two years. The highest bidder has 180 days to submit the site plan, elevation, description of project along with a construction timeline.
