Good morning, Performance Reporting bulletin members!
The purpose of the bulletin, "This Week in Performance Reporting," is to share relevant updates, upcoming tools and deadlines, and provide accessible methods for stakeholders to provide feedback to the Performance Reporting team. The Performance Reporting team will also provide answers to frequently asked questions received through the Performance Reporting help desk.
We encourage stakeholders to leverage this resource as a snapshot of all things Performance Reporting at TEA and to access embedded links for additional details and context. Also consider bookmarking the 2027 Accountability Administrator’s Guide as it is a convenient reference for accountability information throughout the year.

2025 Snapshot Report Now Available
The tool is now available and provides a comprehensive, easy-to-use overview of state, region, and district performance, staffing, finances, and demographics. The report brings together key information on membership, attendance, dropout and graduation rates, STAAR performance, staff demographics, and financial indicators.
The tool also features Peer Search, which allows users to compare districts with similar community types, enrollment sizes, property wealth, and tax rates. The Snapshot Report includes lagging data, as the report includes U.S. Census data, which is released later in the year.
Accountability Training Resources Webpage Now Available
The Accountability Training Resources webpage serves as a centralized location for accountability training materials and presentations developed by Performance Reporting. The page provides access to recorded webinars, slide decks, guidance documents, tools, and other resources designed to support educators and administrators in understanding accountability processes, reporting products, methodologies, and data sources. LEAs are encouraged to bookmark this page and check regularly for new training opportunities and updates as additional accountability resources become available.
TSDS PEIMS and Accountability: Best Practices for the Fall Submission Webinar
Thank you to all who joined us for the Best Practices for the Fall Submission Webinar. This session provided an overview of accountability data and sources, reviewed some common pitfalls in data reporting, and highlighted critical PEIMS reports to review to support accurate data submission. This webinar was recorded, and the webinar recording and slide deck are posted on our new Accountability Training Resources webpage and also available on the Performance Reporting Resources webpage.
Understanding Consecutive Unacceptable Counts in Accountability and Requirements for School Improvement
Join TEA accountability and school improvement experts on October 29 from 10:00-11:30 a.m. CT to learn how consecutive unacceptable counts are calculated, how accountability ratings influence school improvement requirements, and what pathways exist for returning to acceptable performance. Participants will gain a clearer understanding of accountability expectations, key school improvement requirements, and important timelines and deadlines associated with required interventions.

Results Driven Accountability (RDA) Reports
On September 24, the 2026 Results Driven Accountability (RDA) data, including the LEA report, data download, and significant disproportionality (SD) data, were released in the Accountability application of the Texas Education Agency Login (TEAL).
The review window opened on September 25, 2026, and will close on October 8, 2026, at 11:59 p.m.

Updated Resources
The following resources have been updated for 2027. These documents, along with all of our other resources, are posted on the Performance Reporting Resources Webpage.
Analytic Tool: IBC Analytic Tool Now Available
The IBC Analytic Tool is now available, providing enhanced access to certification attainment data, including analysis of certifications earned and Industry-Based Certification tiers. Stakeholders can filter by region, district and campus, as well as student demographics. The IBC Analytic Tool reports all Industry-Based Certifications (IBC) earned by the Class of 2025 annual graduates, regardless of the graduates’ CTE status. The counts of IBCs earned, as shown in this report, may differ from the IBCs that count for CCMR credit in accountability, as shown in the 2026 CCMR accountability report. This difference is because IBCs only count for CCMR credit in 2026 accountability if a graduate is a Concentrator or Completer in an aligned program of study.
 As a reminder, TPRS now contains data related to IBC Tiers. In the CCMR Report, under the Career Ready Graduates section, stakeholders may review the percentages of 2025 annual graduates who earned an approved Tier 1, Tier 2, or Tier 3 IBC and Concentrator or higher in an aligned program of study. Please note that TPRS does not include data corrected through PEIMS Working Submissions used in accountability reports and calculations. Please refer to the TPRS Glossary for additional details and methodology related to this data.

This communication is to inform you of the following upcoming activities for the Texas Assessment Program.

Fall 2026 Program Overviews: TELPAS AND TELPAS ALTERNATE
Regional and district testing coordinators are invited to join the Student Assessment Division for the fall 2026 Technology Alliance for Statewide Initiatives (TASI) program overviews for the Texas English Language Proficiency Assessment System (TELPAS) and TELPAS Alternate on October 1, 2026, from 9:00 a.m. to 11:00 a.m. (CT). District-level personnel are also encouraged to participate and share information with their campuses. A recording of the training will be posted in the Learning Management System (LMS). For more information on registration, personnel should contact their regional testing coordinator.
December 2026 STAAR Administration
Out-of-School and Out-of-District Test Site Registration: The window for district testing personnel to register each participating out-of-school (OOS) and out-of-district (OOD) test site for the December 2026 State of Texas Assessments of Academic Readiness (STAAR®) administration is now open. District testing personnel must register test sites by October 9, 2026, using the STAAR OOS and OOD Test Site Registration form available on the Administration and Security Forms card in TIDE. Refer to the STAAR Out-of-School and Out-of-District Administrations page of the Coordinator Resources for more information.
Update Student Eligibility: As a reminder, district testing personnel should ensure that all students eligible for the December 2026 STAAR administration have been added to the Test Information Distribution Engine (TIDE) by October 7. Students participating in this administration must have the December EOC Eligibility field set to “Yes” in TIDE.
For students eligible for a special paper administration of STAAR, the Special Ed Indicator Code or Section 504 Indicator Code must be set to “Yes” in TIDE. District testing personnel must also set the student’s Test Mode to “Paper” and select the appropriate paper test format.
Quantities of initial order materials are available in TIDE for district verification. These quantities are calculated based on the number of students flagged and are updated nightly. District testing personnel must confirm sufficient quantities for initial order shipments by October 7. If additional paper materials are needed after this deadline, district personnel may order the necessary materials during the additional order window.
STAAR Interim Assessments
As a reminder, STAAR Interim Assessments Window 1 (mathematics and reading language arts) and Window 2 (science and social studies) will open on October 12, 2026. Starting October 5, 2026, testing personnel may begin creating test sessions in the Test Administrator Interface of the Test Delivery System (TDS) and may order paper and braille test materials. For more information about interim assessments, refer to the STAAR Interim Assessments web page.
Did You Know?
If a first-time English II tester who was eligible to test in spring 2026 was coded "A" for “Absent” or "O" for “Other” for that administration and also did not test in June 2026, the student is still considered a first-time tester and should participate in the December 2026 administration.
If a first-time English II tester does not participate in the spring 2027 administration, the district should offer the student the opportunity to test in June 2027. Students who do not participate in the June administration should not be coded as absent. If a student is not coded "A" or "O" during the June 2027 administration, a testing record will not be generated for that student.

Critical performance reporting updates are shared through To The Administrator Addressed Correspondence (TAA) which are important messages of interest to school districts, charter schools, and regional education service centers. If you do not currently receive the weekly TAA email, you can Sign up to receive email notification when new letters are posted.
Federal Rescission of CTE Methods of Administration Requirements
The Texas Education Agency provided notice in a recent To the Administrator Addressed regarding the rescission by the U.S. Department of Education, Office for Civil Rights, of the federal Methods of Administration (MOA) requirements historically associated with CTE programs. While the federal MOA monitoring structure has been discontinued, it is important to emphasize that recipients of federal funding remain responsible for complying with applicable civil rights laws and the use of the nondiscrimination statement. Equitable access to and participation in CTE programs will continue to be monitored through existing federal Perkins accountability requirements and the Comprehensive Local Needs Assessment (CLNA) process, which require recipients to evaluate and address access, participation, and performance gaps among special populations and other student groups.
Updated Educational Aide I Certification Requirements
Effective August 2, 2026, amendments to the Educational Aide I certification requirements align eligibility with the completion requirements for the Education and Training program of study. The Educational Aide I certificate serves as the aligned industry-based certification for this program of study and provides eligible students with the opportunity to earn a recognized credential.
Under the updated rule, a candidate may qualify for the Educational Aide I certificate by:
- Being enrolled as a high school student; and
- Being a CTE Completer in the Education and Training program of study, defined as completing, passing, and receiving credit for three or more Education and Training courses for a total of four or more credits from the list of courses in subparagraphs (A)-(H), including at least one Level 3 or Level 4 course.
Students in the Class of 2027 may continue to qualify under the previous requirements. Beginning with the Class of 2028, students must meet the amended requirements. School systems should use the 2026-2027 school year to align advising practices, course sequencing, and graduation planning with the new requirements.

Class of 2030 CCMR Refresh Webinar Series
The CCMR Deep Dive webinars are posted on the College, Career, and Military Preparation webpage. This webinar series will provide overviews of career and military readiness indicators and outline early planning actions districts can take—such as course sequencing, student advising, partner coordination, and documentation practices—to strengthen future College, Career, and Military Readiness (CCMR) outcomes.
These sessions are intentionally focused on implementation considerations, not just policy awareness. They are designed to help districts examine their current systems, identify gaps in access or alignment, and plan for incremental improvements across multiple years. The webinars are most effective when viewed as a team. We strongly encourage districts to convene a team to engage in this learning together to support local decision‑making. Participants should walk away not just with information, but with clearer next steps for your district’s CCMR strategy.
2026–27 Purple Star Campus Designation
The Texas Education Agency announced that 329 Texas public schools have been awarded the Purple Star Campus Designation for the 2026–27 school year, recognizing their commitment to supporting students from military families. This year’s designations bring the total number of Purple Star–designated schools in Texas to 427.
In 2019, Governor Abbott signed Senate Bill 1557 into law, establishing the Purple Star Campus Designation, which is awarded to schools that demonstrate a significant commitment to providing comprehensive support for students from military families. To earn the designation, campuses must meet rigorous criteria, including designating a campus-based military liaison; creating and maintaining an easily accessible campus webpage with required information for military-connected families; instituting a campus transition program for military-connected students; and supporting a military family initiative.
All Texas public school campuses are eligible to receive a Purple Star Designation, regardless of the size of the military-connected student population. Applications are accepted annually, with the designation lasting two years.View the list of the 2026–27 Purple Star Campus Designees.
Local Accountability System
The Local Accountability System (LAS) empowers school districts and open-enrollment charter schools to design local accountability plans for their campuses. A school system adopting a Local Accountability Plan develops its own custom version of an A – F rating methodology for their campuses.
A Local Accountability System offers several benefits, including:
