Supplement, Not Supplant (SNS) requirements are an integral provision of most federal statutes that authorize education grant programs. Below, please find some timely updates related to Supplement, Not Supplant.
Supplement, Not Supplant Handbook - Version 7.0
TEA has updated its Supplement, Not Supplant Handbook. The most current version (7.0) is available online. Below, please find a summary of the revisions.
- Clarified that Title I, Part D, Subpart 1 is not subject to the SNS methodology documentation requirements; rather, the program demonstrates compliance with SNS requirements by supplementing the number of hours of instruction students receive from state and local sources
- Updated the statutory reference for IDEA-B and clarified that IDEA-B meets SNS requirements by meeting its MOE requirement, per the 2025 Compliance Supplement - 2 CFR Part 200 Appendix XI (November 2025)
- Removed references to ESSER funds
- Replaced "local education agency" and "LEA" with "school system," except in instances where the terms are part of federal statute that is quoted
Title II, Part A & Title III, Part A Supplement, Not Supplant (SNS) Validations
Texas school systems receiving Title II, Part A and Title III, Part A federal funds must ensure that all grant-funded activities comply with the federal Supplement, Not Supplant (SNS) requirements. This means that federal funds received under these programs must be used to add to, enhance, expand, or extend services and activities that would not otherwise be provided with state or local funds, rather than replacing expenditures that the district is already required to fund.
In accordance with TEA's federal monitoring responsibilities, selected school systems will be required to participate in a validation of the Supplement, Not Supplant requirements for Title II, Part A and Title III, Part A. School systems have not yet been selected for validation during the 2026-2027 school year; affected parties will be notified directly by the Compliance Integrity unit in the spring.
