Good morning, Performance Reporting bulletin members!  

The purpose of the bulletin, "This Week in Performance Reporting," is to share relevant updates, upcoming tools and deadlines, and provide accessible methods for stakeholders to provide feedback to the Performance Reporting team. The Performance Reporting team will also provide answers to frequently asked questions received through the Performance Reporting help desk.

We encourage stakeholders to leverage this resource as a snapshot of all things Performance Reporting at TEA and to access embedded links for additional details and context.

New Updates from Performance Reporting

Release of 2026 A-F Accountability Ratings

On August 12, 2026, Accountability Reports and Data Tables, 2026 Accountability Data Downloads, and STAAR, Growth, AEA Retest Growth, and EL Student Listings were released in the TEA Login (TEAL) Accountability application. The results reflect the methodology in the final rule adopting the Accountability Rating System Manual for 2026 ratings. The Final CCMR Listing for 2026 ratings was also shared in TEAL on July 31^st, 2026 and the Final Consolidated Accountability File (CAF) was delivered through the secure inbox on August 7, 2026. 

The 2026 A-F Accountability ratings are also now publicly available on the TXschools.gov webpage, along with updated data analysis and visualization tools. The Accountability Analytic Tools video is now available to help districts better understand and use Accountability Analytic Tools for analysis of accountability data. The video highlights key features and resources available through the tools, providing guidance on how districts can access and explore accountability outcomes and trends to support data-driven decision-making.

The 2026 Accountability Rating System webpage has been updated to increase navigability, and users can now easily find the following resources:

• 2026 Reports and Data: 2026 Accountability Reports, 2026 Data Downloads, 2026 Statewide Multi-Year Ratings Spreadsheet (formally called Statewide Summary) and 2026 Consecutive Unacceptable list will each be accessible through new buttons.
• Federal Identification Reports: A combined file with schools identified for support under ESSA: Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI) and Additional Targeted Support (ATS) are listed on separate tabs.
• Statewide Summary: Highlights of 2026 State Accountability document and the 2026 A-F Statewide Summary presentation slides are posted on the 2026 Accountability Ratings System webpage. These resources explore statewide performance results from the 2026 A-F Accountability System, including rating outcomes for districts and campuses, student achievement measures, distinctions earned, and resources to help educators and communities understand the latest accountability results.
• 2026 Accountability Lists: The Preliminary Public Education Grant (PEG) list for the 2027-28 school year. For additional information on the PEG program please reference the Public Education Grant webpage where you can find an extensive frequently asked questions that provides details of the PEG program with useful information for families and school districts.  

Previously published accountability lists for 2026 (paired campuses, alternative education campuses, etc.) remain available, along with all previously shared explanatory materials and resources, organized by topic in the available drop downs.

2026 Appeals Timeline Now Available 

The Commissioner of Education is required to provide a process for school districts and open enrollment charter schools to challenge an agency decision relating to an academic rating that affects the district or school, including a determination of consecutive school years of unacceptable performance ratings (Texas Education Code [TEC], §39.151). Alongside the release of 2026 preliminary ratings, a new resource, the Accountability Appeal Submission Guide was shared in the TEA Login (TEAL) Accountability application, and the 2026 Accountability Ratings System webpage. This resource provides additional details, and a timeline of the appeals process for 2026 appeals of preliminary A-F ratings.

The deadline for 2026 preliminary A-F ratings appeals is September 11, 2026, at 5pm via upload in the in the TEA Login (TEAL) Accountability application, by mail, or hand delivery. Please note that 2026 is the final year that appeals will be accepted by mail or hand delivery. Accountability Ratings Communication Resources

The following resources have been created to support districts in communicating the 2026 A-F Accountability Ratings with key stakeholders.

• The 2026 A-F Sharing Template for District Leaders and 2026 A-F Sharing Template for School Leaders PowerPoint presentations are designed to help superintendents, district leaders, principals, and other school leaders explain how the A-F accountability system works and discuss local 2026 ratings with school boards, campus leaders and staff, families, and community members. As of August 14, 2026, the 2026 A-F Results Sharing Template for District Leaders and the 2026 A-F-Results Sharing Template for School Based Leaders PowerPoint presentation templates have been updated to include statewide accountability data.

• The 2026 TXschools.gov Communications Toolkit webpage is also available to districts and campuses with resources to provide families with the information they need to better understand their student’s school rating. The Toolkit consists of documents that districts and campuses can customize.
• The Public Reporting Requirements for Districts and Campuses webpage is now available on the TEA website. Following the release of annual accountability ratings, federal and state laws require local education agencies (LEAs) and campuses to publicly distribute and post specific performance data. The webpage outlines a summary of the three reporting categories that districts must publicly share: School Report Cards, Federal Report Cards, and Texas Academic Performance Reports (TAPR).
• The How Accountability Ratings Work supports understanding of the Accountability Ratings System. The visuals have been updated for the 2026 accountability year and are available in both English and Spanish.
• The Texas Performance Reporting System (TPRS) Video Tutorial  provides guidance for accessing and interpreting TPRS reports and data, and an Accountability Analytic Tools video which features step-by-step instructions for using the Accountability Analytic Tools dashboards to explore accountability outcomes and trends.

New Resource: Understanding the A-F Accountability Ratings Course

The new self-paced A–F Accountability course in TEA Learn provides an overview of accountability ratings, including the three domains, key data sources, and how ratings are calculated. This is intended to support school leaders in gaining clear, actionable understanding of their accountability results.  This self-paced course offers practical tools and guided reflections to support leaders in analyzing data, identifying root causes, and set strategic goals for improvement. TEA Learn is an authorized continuing professional education (CPE) provider. Participants will earn 6 CPEs for the completion of this course. Texas Performance Reporting System (TPRS) Updates

Performance Reporting has heard from stakeholders that an earlier TPRS update would support in both understanding accountability results and planning for the coming school year.  We are thrilled to announce that relevant TPRS reports have been updated to provide earlier TPRS access to performance reporting data, including STAAR and CCMR reports. TPRS continues to serve as TEA’s centralized platform for accessing detailed district, campus, region, and statewide performance information, including student achievement, CCMR, attendance, graduation, staff, and demographic data.

To help users navigate these updates, TEA has developed several support resources. The new TPRS User Guide provides navigation guidance, report descriptions, publication schedules, and answers to common questions, helping users quickly locate and interpret information within TPRS. Additional resources include the TPRS Video Tutorial, the TPRS Glossary, and other Performance Reporting materials available on the TPRS web page and the Performance Reporting Resources web page.

New Report: 2027 Closing the Gaps Planning Report

The new 2027 Closing the Gaps Planning Report is now available in the TEA Login (TEAL) Accountability application. The Closing the Gaps Planning Report is a new campus-specific planning resource designed to help districts and campuses set goals for the next accountability cycle. It displays the unique performance thresholds a campus would need to achieve to earn 1, 2, 3, or 4 points across each evaluated student group and Domain 3 component for the 2027 accountability year. Texas Assessment Program Updates

This communication is to inform you of the following upcoming activities for the Texas Assessment Program.

TIDE Upload File Formats Available

Updated file format templates for the Test Information Distribution Engine (TIDE) are now available on the TIDE Upload File Formats page of the Texas Assessment website. These templates, which are used to identify the layouts for user information, student information, test attributes, and additional fields upload files, have been updated for the 2026–27 school year. Districts should begin using the updated formats on August 24, 2026.

Spring 2026 STAAR Released Tests

As a reminder, released tests from the spring 2026 State of Texas Assessments of Academic Readiness (STAAR®) administration are now available on the Practice Test Site. In addition, answer keys, item rationales, and student expectations are available on the STAAR Released Test Questions web page. Scoring guides are available on the following web pages: STAAR Reading Language Arts Resources, STAAR Science Resources, STAAR Social Studies Resources, and STAAR Spanish Resources.

Annual System Rollover

As a reminder, Texas Assessment Program systems will be offline from 8:00 p.m. (CT) August 14, 2026, through 11:59 p.m. (CT) August 23, 2026, to complete a system rollover. This includes TIDE, the Centralized Reporting System (CRS), and the Test Delivery System (TDS). In preparation for the rollover, district testing personnel should note the following:

• Any needed Learning Management System (LMS) certifications must be downloaded before August 14.
• Any Texas Formative Assessment Resource (TFAR) tests administered in 2025–26 that require hand scoring must be submitted prior to August 14 for scores to be reflected in CRS, as hand-scored items will no longer be available for scoring after the system rollover.
• The Secure File Center and LMS will be available for registered users through the Testing Personnel page of the Texas Assessment website.

Communications from Across the Agency

Critical performance reporting updates are shared through To The Administrator Addressed Correspondence (TAA)  which are important messages of interest to school districts, charter schools, and regional education service centers. If you do not currently receive the weekly TAA email, you can Sign up to receive email notification when new letters are posted. 

Campuses Identified for School Improvement Interventions 

Based on 2026 preliminary A-F ratings and consecutive unacceptable counts, specified campuses are required by state law to develop, implement, and possibly submit improvement plans by November 20, 2026. Correspondence will be sent to school systems impacted by state-law turnaround plan requirements in late August 2026.  

Additionally, under federal accountability laws, campuses that meet certain criteria must be identified for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), or Additional Targeted Support (ATS). The methodology for these identifications is detailed in the state’s ESSA consolidated plan and summarized in the 2026 Accountability Rating System Manual (Chapter 10). The School Improvement (SI) federal identification lists will be publicly available on the 2026 Accountability System webpage on August 14, 2026, in compliance with federal mandates. Specified campuses are required to develop and submit improvement plans to the agency by November 20, 2026.

Class of 2030 CCMR Refresh Webinar Series

The CCMR Deep Dive webinars are posted on the College, Career, and Military Preparation webpage. This webinar series will provide overviews of career and military readiness indicators and outline early planning actions districts can take—such as course sequencing, student advising, partner coordination, and documentation practices—to strengthen future College, Career, and Military Readiness (CCMR) outcomes.

These sessions are intentionally focused on implementation considerations, not just policy awareness. They are designed to help districts examine their current systems, identify gaps in access or alignment, and plan for incremental improvements across multiple years. The webinars are most effective when viewed as a team. We strongly encourage districts to convene a team to engage in this learning together to support local decision‑making. Participants should walk away not just with information, but with clearer next steps for your district’s CCMR strategy.

Local Accountability System

The Local Accountability System (LAS) empowers school districts and open-enrollment charter schools to design local accountability plans for their campuses. A school system adopting a Local Accountability Plan develops its own custom version of an A – F rating methodology for their campuses.

A Local Accountability System offers several benefits, including:

• Detailed Performance Insights: Provide parents, families, and communities with comprehensive information about local school performance and progress.
• Transparent Communication: Communicate local priorities and your commitment to achieving them.
• Public Reporting: Highlight the importance of your local goals by publicly releasing LAS plans and ratings.
• Community-Focused Measurements: Measure what matters most to your community and integrate these components into your LAS plan.
