The following Texas Administrative Code (TAC) rule actions were filed with the Texas Register for publication in the August 7, 2026 issue:
Proposed Amendments to 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter BB, Commissioner's Rules Concerning State Plan for Educating Emergent Bilingual Students
Summary: The proposed amendments would align with state and federal regulations by updating existing definitions and requirements to reflect current statutory terminology; clarify procedures related to the identification, placement, instruction, reclassification, monitoring, and reporting of emergent bilingual students; make technical and clarifying updates to improve the consistency, structure, and application of the rules; and comply with all applicable federal and state executive orders.
Resumen en Español: Las modificaciones propuestas se armonizarían con respecto a las regulaciones estatales y federales mediante la actualización de las definiciones y los requisitos existentes para reflejar la terminología reglamentaria actual; aclararían los procedimientos relativos a la identificación, la colocación, la enseñanza, la reclasificación, el monitoreo y la notificación de estudiantes bilingües emergentes; realizarían actualizaciones técnicas y aclaratorias para mejorar la coherencia, la estructura y la aplicación de las normas; y acatarían todas las órdenes ejecutivas federales y estatales aplicables.

Adopted Amendment to 19 TAC Chapter 97, Planning and Accountability, Subchapter EE, Accreditation Status, Standards, and Sanctions, Division 1, Status, Standards, and Sanctions, §97.1066, Campus Repurposing and Closure
Summary: The adopted amendment clarifies the conditions under which a district may close a campus and updates the provisions for assigning a new campus number to a repurposed campus. No changes were made to the rule since published as proposed.
Effective Date: August 16, 2026
