New: 2028 A-F Accountability Refresh FAQs
The 2028 A-F Accountability Refresh FAQ document is now available on the 2028 Accountability System Development Webpage. This Frequently Asked Questions (FAQ) document is intended to answer common questions about the proposed updates to the 2028 accountability system that have been received since the release of the 2028 framework on March 19, 2026, specifically through the Q and A features in our webinars. The FAQ document will be updated periodically to ensure a comprehensive catalog of stakeholder questions is documented and answered in advance of the proposed 2028 Accountability System Manual in Fall 2026. This FAQ document does not replace statute, rule, or other official accountability guidance.
2026 Campus Comparison Groups
The 2026 Campus Comparison Groups are now available. Each campus is assigned a unique comparison group of similar Texas schools to support accountability evaluations. These groups are used to determine Distinction Designations, with campuses with acceptable ratings earning distinctions based on top-quartile performance within their comparison group, as outlined in Chapter 6 of the 2026 Accountability Manual. The Campus Comparison Groups search tool is available on the 2026 Accountability Rating System webpage.
2026 School Improvement Identification: Former Special Education Student Group Overview
A new resource, 2026 School Improvement Identification: Former Special Education Student Group Overview, is now available on the 2026 Accountability Rating System webpage. Prior to 2026, within SI identification frameworks, former special education was defined as students formerly receiving special education services if, in any of the preceding three years, as reported in TSDS PEIMS, they were receiving special instruction and related developmental, corrective, supportive, or evaluative services, but who were no longer participating in a special education program. This has changed to reporting as receiving services one year prior. This change was made in response to public comment on the proposed 2026 Accountability System Manual and was incorporated into Chapter 10 of the adopted manual based on legislative definition and requirements.
This resource provides guidance on how the Former Special Education student group is considered in school improvement identification for 2026. District staff involved in school improvement planning are encouraged to review this resource to ensure a clear understanding of this change and how updates will be reported in 2026 resources.

2028 Academic Accountability Rating System Refresh Timeline
As a reminder, the 2028 Academic Accountability Rating System Framework was released on March 19, 2026. The 2028 A-F system will incorporate cut points that will not increase for 5 years, until the next refresh, using a methodology consistent with statutory requirements calibrated based on baseline performance data.
To ensure the 2028 refresh uses the most recent baseline data possible, 2028 cut scores will be calculated by including 2026 results data later this year. Given the timelines involved, we anticipate that the proposed 2028 manual with cut scores will be released in Fall 2026. Adoption of the final 2028 manual and 2026 What If ratings will follow soon after, anticipated in Early 2027.
