The school year (SY) 2025–2026 preliminary Summary of Finances (SOF) reports now incorporate the following (as of June 10, 2026):

Revised Teacher Retention Allotment data for a subset of LEAs (run IDs 46553, 46673, 46717, 46723, 46762, 46821, 46857 and 46898)

Updated facilities/bond data (run IDs 46877 and 46880)

Final per capita (ASF) rate (run ID 46901)

PEIMS ADA through the 5th six weeks (run ID 46903)

Revised bilingual ADA on Tier One Detail Reports for a subset of LEAs (run ID 46904)
Bilingual Education Allotment Under TEC, §48.105(a-1) and (a-2)
Prior to House Bill (HB) 2, 89th Texas Legislature, 2025, the bilingual education allotment under TEC, §48.105(a), did not directly tie to the alternative methods process described by TEC, §29.054(d), when a school system was offering a dual language immersion one-way or two-way program through that process. Only dual language immersion programs that met the full requirements around certification received the 0.15 weight prescribed by TEC, §48.105(a)(1)(B), and the 0.05 weight prescribed by TEC, §48.105(a)(2), as appropriate. Alternatively, dual language immersion programs taught through “approved” or “approved with conditions” alternative methods under TEC, §29.054, received the 0.10 weight under TEC, §48.105(a)(1)(A), when the students in the programs were identified as emergent bilingual (EB); those not identified as EB (non-EB) received the 0.05 weight.
HB 2 added TEC, §48.105(a-1) and (a-2), to authorize dual language immersion programs taught through approved alternative methods to receive the additional 0.05 weight to reach the full 0.15 weight. However, the statute limits that extra 0.05 weight to $10 million over the biennium (i.e., $5 million per year).
TEA has determined that approved alternative methods for the purpose of the additional 0.05 allotment (to reach the full 0.15 weight under TEC, §48.105(a-2)(1)) will apply only to those school systems fully approved under TEC, §29.054, and will not apply to those systems that received “approved with conditions.” Additionally, only those school systems receiving full approval will continue to receive the 0.05 weight for non-EB students.
Some school systems have reported their dual language programs through alternative methods in PEIMS, regardless of whether they obtained the TEA approval required under TEC, §29.054. Based on that, these school systems experienced a reduction in funds in their SOF reports earlier in the year given the initial implementation of this new requirement. Because that approval process is now complete for this school year, TEA is adjusting the allocations for those approved programs to reach the full 0.15 weight and returning those non-approved programs to the 0.10 weight.
TEA will work throughout the SY 2026–27 to align the approval process under TEC, §29.054, and the data elements reported under TSDS/PEIMS so that this specific piece of the bilingual education allotment is more intuitive and transparent.
Based on the above, TEA has revised data in the SOF reports accordingly, specifically the Tier One Detail Report. See below for more details. These revisions will take effect starting with the current SY 2025–26.
Row (D): Emergent Bilingual Alternative Language Education Method Dual Language One-Way or Two-Way Allotment
Current method: All students in this category receive a 0.15 weight, regardless of program approval status.

All students in this category will receive a base weight of 0.10 and will be included in Row (A) – Emergent Bilingual Allotment, which carries a 0.10 weight.

Students in an approved program will receive an additional 0.05 weight (for a total of 0.15) and will continue to appear in Row (D) in addition to Row (A).

Students not in an approved program will not receive the additional 0.05 weight.
Row (E): Non-Emergent Bilingual Alternative Language Education Method Dual Language One-Way or Two-Way Allotment
Current method: All students in this category receive a 0.05 weight, regardless of program approval status.

Students in an approved program will continue to appear in Row (E) and receive the 0.05 weight (no changes for these students).

Students not in an approved program will not receive the 0.05 weight and will not generate bilingual funding.
The revised data on the SOF reports only impact certain LEAs with alternative methods bilingual programs and will have the effect of increasing statewide bilingual allotment revenue by approximately $31 million, impacting approximately 200 school systems statewide. This was completed with the run on June 10, 2026, and applying automatically to the SY 2025–26; no further district action is necessary.
LEAs should review their Summary of Finances reports and plan for resulting cash flow impacts. As part of near-final settle-up in early September, the SOF reports will be updated to incorporate final certified property values from the Comptroller’s property value study, estimated tax collections from the tax information survey, and final attendance for the 1st through the 6th six-week reporting periods from the PEIMS Summer submission. The next section contains additional resources and guidance pertaining to routine SOF updates.
