Grant Opportunity: Career and Technical Education Innovative Services for Special Populations
The Career and Technical Education Innovative Services for Special Populations Grant supports school systems in addressing gaps in access to CTE programs for students identified as special populations under the Carl D. Perkins Career and Technical Education Act. Eligible student groups include students with disabilities, economically disadvantaged students, English learners, students preparing for nontraditional fields, students experiencing homelessness or foster care, migrant students, and other Perkins‑identified special populations.
This grant enables school systems to design and implement innovative services that address gaps and disparities identified through the Comprehensive Local Needs Assessment (CLNA), with a focused emphasis on improving outcomes for underserved student groups. To apply, visit TEA Grants Opportunities.

JROTC and NDCC Guidance
Students who are enrolled in federally authorized JROTC or NDCC programs should be reported with the relevant JROTC course code in PEIMS.
School systems reporting one or more federally authorized JROTC or NDCC units will be required to annually upload official DoD authorization forms. Submission of these forms for the 2025-2026 school year can be made through the 2025-26 JROTC Unit Evidence Submission Form no later than May 29, 2026.

Application: State CTE Leadership Committee
The State CTE Leadership Committee is a strategic advisory body, composed of one representative from each education service center (ESC) region, that supports the development and implementation of statewide CTE policies, programs, and initiatives. Committee members provide input based on local and regional experience to support data-informed decision-making, continuous improvement, and effective implementation across career and technical education.
In collaboration with TEA staff in the College, Career, and Military Preparation Division, the committee reviews proposed initiatives and provides feedback on their impact on school systems. The committee focuses on implementation considerations, alignment with labor market demand and industry standards, and identification of challenges and opportunities that may affect local CTE programs.
To ensure continuity of service, committee appointments will follow a staggered-term model. Members may be appointed to one‑ or two‑year terms, beginning September 1, 2026. One-year terms will conclude on August 31, 2027. Two‑year terms will conclude on August 31, 2028.
Committee members agree to attend and actively participate in quarterly webinar meetings (typically 3 hours each), attend one in-person meeting, participate in additional meetings or activities as needed to support committee work and statewide CTE initiatives, and maintain confidentiality of information, discussions, and materials shared in connection with committee work.

Communication from Across the Agency
IMRA: Public Access and Comment Period Now Open
Instructional materials submitted for consideration in the Instructional Materials Review and Approval (IMRA) Cycle 2026 are now available for public access and review. Texas stakeholders, including educators, parents, and community members, are invited to review the submitted materials and provide public comments during the established comment period.
Submitted instructional materials are available for public review and feedback from Friday, May 1, 2026, through Friday, July 31, 2026, via the SBOE.
All public comments submitted during this period are shared with publishers for review and response.
Publisher responses to public comments, along with the original public comments, are compiled and provided to the State Board of Education (SBOE) as part of the materials reviewed in advance of the SBOE’s vote on instructional materials scheduled for November 2026. This process ensures transparency and allows public input to inform the board’s decision-making.
