Proposed New 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter A, Elementary, §110.10, Literary Works Lists, Kindergarten-Grade 5, Adopted 2026; Subchapter B, Middle School, §110.30, Literary Works Lists, Grades 6-8, Adopted 2026; and Subchapter C, High School, §110.70, Literary Works Lists, High School, Adopted 2026 Summary: The proposed new sections would add lists of literary works to be taught in each grade level as required by House Bill 1605, 88th Texas Legislature, Regular Session, 2023. Proposed Revisions to 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter AA, Commissioner's Rules Concerning Special Education Services, Division 1, General Provisions; Division 2, Clarification of Provisions in Federal Regulations and State Law; and Division 4, Special Education Funding Summary: The proposed revisions would clarify and align requirements related to instructional arrangements, eligibility and placement, general program operations, and the distribution and allowable use of state special education funds and would update approval, oversight, reporting, and funding requirements for residential and day placement programs to align with House Bill 2 and Senate Bill 568, 89th Texas Legislature, Regular Session, 2025. Proposed Revisions to 19 TAC Chapter 153, School District Personnel, Subchapter EE, Commissioner's Rules Concerning Registry of Persons Not Eligible for Employment in Public Schools Summary: The proposed revisions would amend §153.1201, Definitions, and add new §153.1253, Temporary Inclusion in Registry, to provide clarification to existing statutory provisions and implement the requirements of Senate Bill 571, 89th Texas Legislature, Regular Session, 2025. Resumen en Español: Las reformas propuestas modificarían la sección [§] 153.1201 y agregarían una nueva sección [§] 153.1253 con el fin de ofrecer aclaraciones a las disposiciones reglamentarias existentes e implementar los requisitos del Proyecto de Ley 571 del Senado (SB 571) [89.° Legislatura de Texas, sesión ordinaria, 2025]. Adopted Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter AA, Commissioner's Rules on College and Career Readiness, §74.1005, College and Career Funding and Reimbursements Summary: The adopted amendment updates language concerning college and career related assessment reimbursements as required by House Bill (HB) 2 and HB 120, 89th Texas Legislature, Regular Session, 2025, and makes technical edits for clarification and consistency. The rule was adopted with changes since published as proposed. Effective Date: May 24, 2026

Public Comment Period: May 15, 2026-5:00 p.m. on June 15, 2026.
