Data Collection:
The Tax Information Survey (TIS) for the 2025–2026 school year is now open in the Texas Education Agency Login (TEAL) for data submission through the Foundation School Program (FSP) Application system. School districts must complete their data submission by August 31, 2026, at 11:59 p.m.
The TIS is a required data collection for school districts only and does not apply to charter schools. Failure to submit the survey by the deadline could adversely affect a district’s 2025–2026 state funding.
School districts will report School Year 2025–2026 data for the items listed below.
- Estimated total current and delinquent Maintenance and Operations (M&O) collections (excluding penalties, interest, or fees);
- Estimated total current and delinquent Interest and Sinking (I&S) collections (excluding penalties, interest, or fees);
- Total current M&O and I&S taxes levied;
- Total M&O payments to a Tax Increment Fund (TIF), if applicable; and
- Tax refunds under Section 26.1115(c), Tax Code, if applicable.
Districts should not submit any tax data related to the 2026 tax year (2026–2027 school year).
Note: Districts may net estimated I&S payments to a TIF, if applicable, from estimated total I&S collections when submitting the survey. For districts that elect to do this, submit supporting documentation, including the amount of the estimated I&S payments to a TIF, to taxprograms@tea.texas.gov. Subsequent modifications will be made to: 1) the J-1 schedule of the annual financial report data feed to account for I&S payments to a TIF beginning in SY 2025-2026, which will impact final settle up calculations; and 2) to the SY 2026–2027 tax information survey to allow districts to report both estimated I&S payments to a TIF and estimated total I&S collections.
Purpose:
Completing the survey is critical to ensure the agency uses the most accurate tax collection data when calculating the 2025–2026 near‑final Summary of Finances (SOF) estimates in September 2026. After this survey, districts will not be able to revise 2025–2026 tax collection data until submitting the J‑1 schedule with the annual financial report. J‑1 tax collection data will not be reflected in the 2025–2026 SOF reports until April 2027.
Accessing and Submitting the Survey:
FSP Application system users must have the Data Survey User role to enter survey data. The survey must then be submitted by a designated District Approver, typically the superintendent. To complete the TIS, follow these general instructions:
- Log in through TEAL and select the FSP application.
- From the Programs drop-down menu, select Tax Information Survey.
- Enter survey data using whole numbers only; do not include decimals. For additional guidance on survey data collection, select the Help question mark icon in the upper-right corner of the TIS interface.
- Save entries and review the TIS data for completeness and accuracy prior to submission.
- When complete, the District Approver will certify and select Submit to TEA no later than the August 31, 2026 deadline.
