JROTC and NDCC Guidance
Students who are enrolled in federally authorized JROTC or NDCC programs should be reported with the relevant JROTC course code in PEIMS.
School systems reporting one or more federally authorized JROTC or NDCC units will be required to annually upload official DoD authorization forms. Submission of these forms for the 2025-2026 school year can be made through the 2025-26 JROTC Unit Evidence Submission Form no later than May 29, 2026.

The Comprehensive Local Needs Assessment is Available
The 2026–27 Comprehensive Local Needs Assessment (CLNA) officially opened on February 17, 2026, and will remain open through May 8, 2026. Completion and submission of the CLNA within eGrants is required before a school system can access the Perkins Grant Local Application, which will be available from June 12 through September 3, 2026.
The purpose of the CLNA is to support data-driven decision-making and more closely align planning, spending, and accountability activities under Perkins V. The Perkins V Summary and Supplemental Reports, 2023-24, summarize data related to the school system’s baseline Perkins V indicators. The reports, located within the Texas Education Agency Login (TEAL) system in the Career and Technical Education Reports (CTER) application, contain the data necessary for leadership teams to complete the CLNA. Note, on February 27, 2026, 4S1 and 5S4 indicators were updated within the Supplemental Report to reflect the most recent data.
To complete the CLNA, authorized users should log in to the TEAL system, access the eGrants application, and select the Special Collections tab. Under the Special Collections Description heading, users will find the 2026–2027 SC5600 Comprehensive Local Needs Assessment link.
To support school systems throughout the process, the CLNA Guidebook (2026–27) is available on TEA’s CTE webpage and provides guidance for completing and submitting the assessment.
We encourage school system leadership to begin the CLNA early to ensure timely access to the Perkins Grant application and to allow adequate time for data analysis, thoughtful reflection, and planning.

Webinar: PEIMS Summer Submission
Join TEA on May 6, 2026, for a webinar focused on the PEIMS Summer Submission and accountability implications. This session will provide an overview of key requirements, timelines, and common considerations to support accurate and timely submissions. Additionally, we will highlight key accountability tools that support ongoing monitoring and data usage.
The webinar is intended for district and campus staff involved in PEIMS data collection and reporting, CCMR district leaders, high school administrators, and school counselors. Accurate data submissions require a high level of coordination and understanding, and we encourage attendance of any stakeholder who wants to support cross-collaboration. As a reminder, there were significant changes made to the PEIMS Summer Submission, which now includes reporting leaver and graduate status for grades 7-12. These changes and implications on accountability will be discussed.

Application: State CTE Leadership Committee
The State CTE Leadership Committee is a strategic advisory body, composed of one representative from each education service center (ESC) region, that supports the development and implementation of statewide CTE policies, programs, and initiatives. Committee members provide input based on local and regional experience to support data-informed decision-making, continuous improvement, and effective implementation across career and technical education.
In collaboration with TEA staff in the College, Career, and Military Preparation Division, the committee reviews proposed initiatives and provides feedback on their impact on school systems. The committee focuses on implementation considerations, alignment with labor market demand and industry standards, and identification of challenges and opportunities that may affect local CTE programs.
To ensure continuity of service, committee appointments will follow a staggered-term model. Members may be appointed to one‑ or two‑year terms, beginning September 1, 2026. One-year terms will conclude on August 31, 2027. Two‑year terms will conclude on August 31, 2028.
Committee members agree to attend and actively participate in quarterly webinar meetings (typically 3 hours each), attend one in-person meeting, participate in additional meetings or activities as needed to support committee work and statewide CTE initiatives, and maintain confidentiality of information, discussions, and materials shared in connection with committee work.
