Topic: English Language Proficiency Standards (ELPS) Guide 101

Session Description: This session is designed to introduce participants to the purpose, structure, and key components of the ELPS Guide. This tool will help provide a consistent and clear interpretation of the revised ELPS so that all educators in Texas have the same understanding of the standards. Attendees will receive a high-level overview of how the guide is organized and how it can be used to support planning, instruction, and decision-making. The session will highlight major sections of the guide and clarify how the content is intended to be used in practice. Participants will leave with an understanding of the guide’s goals and where to find information to support their work.

Join Us to Provide Feedback on the IMRA Languages Other Than English (LOTE) K–12 Draft Quality Rubric
The Texas Education Agency (TEA) and the State Board of Education (SBOE) are seeking feedback on the Instructional Materials Review and Approval (IMRA) draft quality rubric for languages other than English (LOTE), which will be used to evaluate instructional materials beginning summer 2027. The IMRA quality rubric will support Texas districts in identifying high-quality LOTE instructional materials that ensure all students have access to rigorous content and instruction. There are several opportunities to provide feedback on the Draft Languages Other Than English (LOTE) K–12 Rubric.
Focus Groups
Focus groups will be facilitated May 5–12, 2026. Please use the registration link to sign up for one focus group session. To provide the best feedback possible, we recommend reviewing the rubric before attending the session.

Subject Matter Expert Working Groups
TEA is also recruiting subject matter experts to refine the draft quality rubric for approval by the SBOE in September. Working groups will conduct mock reviews of sample instructional materials to provide feedback on the usability of the rubric and inform the development of evidence guides and glossaries to support reviewers in evaluating instructional materials. Ideal candidates are Texas K–12 or postsecondary educators with expertise and experience in teaching Spanish, French, German, Chinese, Latin, or American Sign Language.
The estimated time commitment is 5–10 hours per week, May 19–June 4, 2026, and will include asynchronous work and the following live virtual meetings:

- May 26, 2026, 5:00–8:00 p.m., Central
- May 28, 2026, 5:00–8:00 p.m., Central
- June 2, 2026, 5:00–8:00 p.m., Central
- June 4, 2024, 5:00–8:00 p.m., Central
Participants in the working group will earn a $1,200 stipend. Interested candidates should submit a working group application by 11:59 p.m., Central, May 1, 2026.
