This newsletter shares current guidance for Emergent Bilingual (EB) and Gifted/Talented (G/T) students. Our goal is to help school districts, including open enrollment charter schools and districts of innovation, align with requirements while strengthening instructional practices. Highlights include key reminders, updates, and support resources.

LPAC Guidance: End-of-Year Procedures
As we approach the end of the school year, campuses should begin EOY LPAC reviews for all emergent bilingual students including parental denials and monitored students. You do not have to wait for assessment results to begin. Campuses can start by:
- Reviewing available progress monitoring data including TELPAS and STAAR history, classroom performance, and teacher input.
- Holding EOY LPAC meetings and documenting recommendations as pending final assessment results.
- Identifying students showing readiness for reclassification and needing IOWA assessments.
- Preparing the TEA standardized letters for parent notification in advance for quick release once results are received.

Pre-K Registration & Verification of EB Students
As Pre-K registration continues, campuses should verify EB identification and placement for incoming students. Please ensure the following steps are completed:
- Administer and review the standardized Home Language Survey (HLS) for all Pre-K registrants.
- Students indicating a language other than English on the HLS must be assessed using pre-LAS.
- LPAC will use the HLS and pre-LAS results to determine eligibility and make appropriate bilingual or ESL program placement.

May 5, 10:00 a.m. & May 19, 2:00 p.m.
G/T Tuesdays are an opportunity to further your knowledge and understanding about gifted/talented (G/T) services. Experts from the field share resources that meet the needs of types of schools in Texas. On May 5, 2026, Riverside Insights and Austin ISD will share how their partnership increased the identification of bilingual G/T students.
